Animal neglect laws need to be more  stricter. In south Dakota if u call on a dog about numerous situations things aren't enforced many times these animals watch the cops walk away . One topic .. Keeping animals outside! Just because there's a dog house or a roof in their kennel, it's not ok.  All animals should be inside when too hot or too cold please think for your pet . Also if I were to call on a dog .. the main things they look for is 3 of the following... Food water shelter . They can't  go beyond that or choose not too . I feel that even if there is food water ect doesn't mean they are ok ! In south Dakota there's jurisdiction laws. I have called so many times and told it's not our jurisdiction so most likely nothing can be done because Penningtons hands are tied, I feel that there shouldn't even be a jurisdiction law,I mean come on these are animals that we as humans need to speak for! they are our pets they are little humans in furry bodies they care more then we do all they want is to be loved they look up to us  .If you are a liscenced animal control you should be able to handle any situation no matter the county!!  .  Animal abuse should be enforced also . Hurting an animal should be treated as a human ! Same jail time etc. We need to speak up for these furry friends please.  They need us and count on us . Jurisdiction is my main issue !  Please help me with this ,these are our babies!!
