Every citizen deserves clean air. Protecting the environment is a responsibility we all share, and no responsible vehicle owner is against measures that genuinely reduce pollution.
However, the current 10 and 15 year vehicle rule in Delhi NCR has created a system that judges a vehicle solely by its age rather than by how much it actually pollutes.
A vehicle does not suddenly become highly polluting on the day it completes ten or fifteen years. Pollution depends on factors such as maintenance, engine condition, fuel quality, annual usage and actual emissions. Yet the present rule makes no distinction between a well maintained vehicle that complies with emission norms and a poorly maintained vehicle that emits excessive pollution.
A policy that ignores these differences cannot be considered scientific or fair.
More importantly, this rule has been in force for more than a decade. Despite this, Delhi NCR continues to experience severe air pollution every year. If a policy has been implemented for years without delivering the expected results, it is reasonable to review whether it is addressing the right problem or whether a more effective approach is needed.
Environmental regulations should be guided by measurable outcomes and scientific evidence. Every public policy should be periodically reviewed to determine whether it is achieving its intended objective. If better alternatives exist, they should be adopted.
The current system also places a significant financial burden on ordinary citizens.
For millions of Indians, a vehicle is not a luxury purchase. It is an essential tool used for commuting to work, running a small business, transporting family members, accessing healthcare and meeting daily needs. Many families simply cannot afford to replace a perfectly functional vehicle every ten or fifteen years because of an age based rule.
Responsible owners who have maintained their vehicles for years suddenly face the possibility of losing an asset that still performs safely and reliably.
The rule also affects thousands of automobile enthusiasts who dedicate their time and resources to preserving India's automotive heritage. Around the world, governments recognise the cultural and historical value of classic vehicles and create policies that allow them to be preserved and enjoyed responsibly. India should encourage the preservation of its automotive history rather than forcing well maintained vehicles off the road solely because of their age.
This issue is not about opposing environmental protection.
It is about ensuring that environmental protection is achieved through fair, intelligent and evidence based policies.
Instead of assuming that every older vehicle is a major polluter, regulations should identify and act against vehicles that actually fail to meet emission standards.
Better Solutions Exist
Rather than relying on an arbitrary age limit, authorities can adopt policies that directly target emissions while protecting responsible citizens.
Vehicles that successfully pass certified emission tests and fitness inspections should be allowed to continue operating regardless of age.
Low Emission Zones can be introduced in highly polluted areas to manage local emissions without imposing blanket restrictions across entire regions.
Where additional environmental measures are required, a reasonable environmental fee for older vehicles could be considered, with all revenue dedicated exclusively to improving air quality, expanding green infrastructure and strengthening pollution control initiatives.
India should also introduce a dedicated Classic Vehicle category for vehicles that are twenty five years old and above, similar to the existing Vintage Vehicle category. These vehicles represent an important part of the country's automotive history and should be preserved under sensible regulations.
Environmental policies should also focus proportionately on all major contributors to air pollution, including industrial emissions, construction dust, waste burning and crop residue, alongside transportation.

Review and replace the 10 and 15 year vehicle rule with science based emission policies.
Replace age based restrictions with emission based regulations.
Allow every vehicle that passes certified emission and fitness tests to remain on the road regardless of age.
Stop impounding or deregistering vehicles solely because they have crossed an arbitrary age limit.
Allow BS1, BS2 and BS3 vehicles to operate if they comply with applicable emission standards.
Introduce a Classic Vehicle category for vehicles aged twenty five years and above.
Promote and protect India's classic vehicle culture and automotive heritage.
Permit registration renewal after successful fitness and emission testing.
Introduce Low Emission Zones where necessary instead of blanket age based restrictions.
Consider reasonable environmental fees instead of outright bans, with revenue used exclusively for environmental improvement.
Continue offering E0 and E10 fuel alongside E20 to provide consumers with informed choice.
Base all future vehicle regulations on transparent scientific evidence, measurable environmental outcomes and periodic policy review.
Protect the property rights of responsible citizens who legally own and maintain their vehicles.
Consult environmental experts, automotive engineers, industry representatives, vehicle owners and independent researchers before implementing major policy changes.
