Repeal the Healthcare Penalties

Repeal the Healthcare Penalties
The Issue
I am a working class citizen of California, many of us are and can not get ahead financially from the recent inflation. I am struggling just to survive living in my car due to expensive rent and real estate rates and when filing my state taxes I was charged with an individual shared responsibility healthcare penalty, not because I am not exempt, but because one form was not submitted with my tax return.
Instead of receiving a state tax return which I was trying to donate, (keep arts in schools voluntary tax contribution fund), I am now charged a $900 fee by the state of California. Everyone wonders why there are so many homeless people in the nation and this is one of the reasons why. Saying no to this corrupt measure, probably instated by the healthcare system bribing politicians , is saying no to homelessness and saying no to California politicians that have brought destruction to my hometown and home state.
A penalty for not having insurance or paying overpriced healthcare premiums is unconstitutional and was even federally repealed in 2019. The american healthcare system is corrupt:

Many people know this as well as health insurance company issues and corruption in which united healthcare to molina healthcare deny 26% to 33% of their claims.

I was not eligible for health insurance this enrollment season but was able to receive access to dental insurance which is also unaffordable and basically waist of time. I now pay each paycheck for dental premiums just to get quoted $832 for a teeth cleaning and two fillings. It is no wonder why everyone in southern California goes to Mexico to get healthcare services and dental work done for more affordable prices since the healthcare system is exempt from a free market system and competition.
These options are not available for everyone in the US or California which is why healthcare providers and insurance providers must be reformed to provide value for their costs. So please take this first step at reform to get rid of healthcare penalties.
