Co-Sponsor the Horse Racing Integrity and Safety Act of 2013 & Bring This Bill To the Floor

The Bill:

Gives the U.S. Anti-Doping Agency (USADA) oversight to prevent the use of performance enhancing drugs administered to racehorses on race days. The USADA is a non-profit, non-governmental agency that oversees anti-doping policies for U.S. Olympic athletes

The Issue: 

There is widespread use of performance enhancing drugs in horse racing.  Often these drugs are used to mask pain so that injured horses can compete.  As a result, horses unnecessarily breakdown and need to be euthanized.  Jockeys and other horses are frequently implicated, suffering catastrophic injuries.  Meanwhile, racetrack patrons are financially damaged by wagering on events that are influenced by undisclosed doping activities. Even people not asssociated with the industry but suffering life threatening diseases are egregiously harmed as their medicines are often stolen from phamaceutical supply rooms at healthcare facilities for nefarious uses in horse racing.

Each state has its own set rules that are ineffective in preventing abuse because most states are lax in enforcement, do not have the resources to keep up with new doping technologies, and are corrupted by industry lobbyists. 

All other major international racing jurisdictions have a zero-tolerance policy for race day medications, including the UK, Europe, Dubai, Japan, South Africa and Hong Kong.
