The Issue

Reorganization of Marine Public Safety Services within the City of Oceanside and the Oceanside Small craft Harbor District

A grassroots proposal to provide 24-hour Lifeguarding and qualified Harbor Patrol services to Oceanside Residents and Harbor Slip Renters by removing the Harbor Patrol from the Oceanside Police Department and combining it with the Lifeguard Service

⍆ INCREASED SAFETY TO BEACH GOERS + BOATERS

*NEW 24-HOUR LIFEGUARD SERVICE*

·         Reduce preventable drownings (Nationally, 75% of beach drownings occur during the hours lifeguards are not on duty)

·         Increased staffing on Rescue Boats makes our Harbor + Beaches safer for everyone

⍆ EXPERIENCED LIFESAVERS

CONSOLIDATION OF ALL OCEAN RESCUE SERVICES UNDER ONE ROOF

·         Allows our Harbor Patrol to focus solely on Ocean Safety while the Oceanside Police Department focuses on land based policing

·         Rescue Boats would be staffed by career lifeguards not cross-trained police officers

·         Certified Rescue Boat Captains and qualified Lifeguard Crew Members combine years of professional open water lifeguarding and EMS experience available 24/7

SAVES THE HARBOR $400,000 ANNUALLY

·         Improved Ocean Safety with NO additional cost to Oceanside Residents or Harbor Slip Renters

·         Reduces duplication of Personnel Management and Fleet costs

NEW CAREER LIFEGUARD POSITIONS FOR OCEANSIDE

·         Increased retention of experienced local watermen and women in our Lifeguard Service + Harbor Patrol

·         Addition of (9) full-time career Lifeguard jobs for our local community

Creates a training ground that begins with our amazing Junior Lifeguard Program which teaches local youth critical Oceans Safety skills

At age 16, Seasonal Lifeguard positions are available to staff Lifeguard towers and ensure the safety of beach goers

At age 18, our Lifeguards are eligible to obtain EMT certification which qualifies them to patrol the beach in Lifeguard trucks and begin training on Rescue Water Craft (Jet-skis)

Full-time Crew Member positions on the Rescue Boats would be the next step towards a career in Lifeguarding our Oceanside Harbor and Beaches

Ultimately these experienced Lifeguards have an opportunity to then promote into a career position as a Beach or Boat Captains with the Lifeguard Service to provide Ocean Safety to their community
