Renew Ripon's Work Permit!
The Issue
[Bengali version below|
On the 1st of October 2026, Bangladeshi migrant worker Ripon Chowdhury was informed by his company’s HR department that MOM had rejected the routine renewal of his work permit.
Who is Ripon?
Like many migrant workers in Singapore, Ripon came to Singapore when he was just 22 years old. He has worked in Singapore’s marine industry for the past 16 years. In addition to his day job, Ripon is a noted leader in the migrant worker community. He has been organising arts, cultural and educational activities for migrants and locals alike for the last 10 years, motivated by his passion for migrant workers’ social integration into Singapore. Ripon has also been outspoken on many issues affecting migrant and local workers in Singapore. He has always advocated for unity and solidarity between Singaporean and migrant workers. You can learn more about Ripon’s community work here.
What happened to Ripon?
On 20 September 2026, Ripon released a video calling for a universal minimum wage for all workers in Singapore - this video went viral. It stirred a lot of workers who resonated with Ripon’s message. This video was part of Ripon’s years-long advocacy for better working and living conditions for the most marginalised workers. We have no way of knowing if it is related, but shortly after this video was released, MOM rejected the routine renewal of Ripon’s work permit. No reason was provided, other than a few words stating that Ripon is “ineligible for a work pass”. Ripon’s current work permit expires on 21 November 2026, which means he has to leave Singapore by that date if we don’t stop his repatriation.
This is not the first time that an outspoken migrant worker has had a work permit renewal rejection. In June 2022, well-known poet and community leader Zakir Hossain was deported after his work permit renewal was rejected by the MOM, who claimed that poems Zakir published on his Facebook about the treatment of migrant workers during the Covid-19 crisis were the reason for his work permit being denied.
In 2024, Workers Make Possible ran the #SharifStays campaign after author and activist Sharif M Udin’s company fired him. His employer fired him after they had started receiving mail accusing him of owing debts to a loan shark, alongside other harassment tactics. Despite Sharif having never borrowed any money, and Sharif and his employer seeking help from the police and MOM, they were only given advice to send Sharif home to end the harassment. Ultimately, Sharif’s work pass expired after an extension, and he has not worked in Singapore since.
Ripon has feared for some time that he may face the same costs as some of his peers. He even spoke in a Straits Times article recently about how the fear of being sent home prevents many migrant workers from speaking up.
It is chilling that after more than a decade of working and building a life here in Singapore, a worker can simply be deemed “ineligible”, without any further explanation. Imagine being told that your whole life will change in little over a month. Ripon had been looking forward to continuing working in Singapore for the next 5-10 years, in which time he planned to expand his community work and save up enough to care for his family back home in Bangladesh. That future may be ripped from him if we don’t take action.
Friends of Ripon have sent appeals to NTUC’s Migrant Worker Center (MWC) and the NTUC-backed union he has been a dues-paying member of for more than a decade. We asked for their support for an appeal to the Ministry of Manpower (MOM) to consider a renewal, or at least explain the reason for rejecting his work permit renewal - so that Ripon and those who care about him could get an explanation. Both MWC and NTUC denied these requests for support.
What are we calling for?
Ripon’s case highlights serious shortfalls in government bodies’ transparency about their decision-making processes. Ripon is not the only worker to face such a predicament. Workers Make Possible and Migrant Workers Singapore regularly encounter workers who have been informed that they’re “ineligible” for a work permit, or refused a renewal without any explanation provided. They are left in despair, or have to try repeatedly to apply through different companies every few months, hoping for a change. If these decisions are made in the public interest, then the public deserves to know why they are made, and also to challenge them. As fellow workers of Singapore, we seek answers to the following questions from the relevant authorities:
Firstly, what is the reason Ripon’s work permit renewal has been denied? On what basis was he deemed “ineligible”? Workers like Ripon deserve to know how and why decisions that have such a big impact on their lives are made. They need to know what redressal or appeal mechanisms they can turn to. Does “ineligible” mean the worker has been blacklisted? How long will they be prevented from working in Singapore? For a fixed period, or indefinitely?
Secondly, was this action taken because of the recent video in which Ripon spoke up about a universal minimum wage for all workers? If so, what rights do migrant workers have to talk about their work conditions? Can they speak up about their experiences and circumstances, or are they expected to remain silent concerning workplace exploitation and abuse, debt bondage, and risking their lives riding at the back of lorries? Why can’t they speak honestly without fear of reprisal?
Thirdly, when will NTUC stand up for its members? Didn’t NTUC promise that #EveryWorkerMatters? If Ripon, a dues-paying member of NTUC for 14 years, can be abandoned by the union in his time of need without consequence, what can other workers expect from them when we find ourselves in a bind?
In addition to answers to these questions, we put forward three demands:
1. Given the significant social value of Ripon’s contributions, not only to Singapore’s economy, but also to our community and cultural life, we call on the Ministry of Manpower and, specifically, the Controller of Work Passes to extend Ripon’s work permit by granting the standard 2-year renewal, so that he can continue to live and work in Singapore - as an artist, advocate, and worker.
2. The government needs to explain the grounds for rejecting a worker’s work permit. When a worker is barred from working in Singapore despite securing a job with an employer here, the government should have an obligation to inform the worker - and not just the employer - of the basis for rejection, and relevant redressal mechanisms. In the absence of this, the government is able to arbitrarily, or for unjust reasons, deprive workers of the right to a livelihood. As long as the government has the power to deny work permits without explanation, migrants will continue to be afraid to speak up.
3. Migrant workers should be legally protected from retaliation from employers or government bodies whom they criticise. The freedom to critique policies and expose injustice are key to a democratic society built on justice and equality.
