The Russian Embassy in Seoul is currently displaying a large banner reading “Victory will be ours.”

This phrase is widely associated with Russia’s ongoing war in Ukraine. While diplomatic missions are protected under international law, public messaging that appears to support or celebrate ongoing armed conflict raises serious concerns for many residents of South Korea and members of the international community.

This petition does not oppose diplomatic relations, nor does it challenge the principles of diplomatic immunity. Rather, it calls attention to the responsibility that diplomatic missions carry when operating within a host country.

Seoul is a global city that values peace, stability, and respect for international law. Messages displayed in prominent diplomatic spaces should reflect those shared values and avoid language that may escalate tension or deepen divisions.

We therefore call for the removal of the “Victory will be ours” banner from the Russian Embassy in Seoul.

We also urge the Government of the Republic of Korea to continue diplomatic dialogue to address public concerns and reaffirm its commitment to peace and international cooperation.

This petition supports peaceful, lawful civic expression. Our goal is not hostility, but accountability and responsible diplomacy in a time of global conflict.

서울은 평화, 안정, 그리고 국제법 존중의 가치를 중요하게 여기는 국제 도시입니다. 외교 공간에 게시되는 메시지는 이러한 공동의 가치를 반영해야 하며, 긴장을 고조시키거나 국제 사회의 분열을 심화시킬 수 있는 표현은 지양되어야 합니다.

이에 우리는 주한 러시아 대사관에 게시된 “Victory will be ours” 배너의 철거를 요청합니다.

또한 대한민국 정부가 시민들의 우려를 외교적으로 전달하고, 평화와 국제 협력에 대한 의지를 재확인해 주기를 촉구합니다.

본 청원은 평화롭고 합법적인 시민 참여를 지지합니다. 우리의 목적은 적대가 아니라, 국제적 갈등 상황 속에서 책임 있는 외교와 공공적 고려를 요청하는 것입니다.
