Dear Ms. Liang and Ms. Gaskill-Hames,

Kaiser Permanente Baldwin Park Hospital has immensely suffered under the leadership of Eugene Cho, SVP.  During his tenure, numerous adverse events related to safety, quality, and risk management have occurred. These events have violated California regulations, laws, and policies. This has impacted the safety of our staff, patients, and the community we serve.

Eugene Cho's lack of empathy, support, and understanding of the role of all healthcare workers has contributed to low morale, staff injuries, sick calls, burnout, and a mass exodus of staff, thus creating a crisis of safe staffing. This crisis has impacted the health and safety of patients. His egregious behavior since the beginning of the Covid-19 pandemic has worsened with no relief. Numerous concerns and issues have been brought to his attention during staff meetings and rounding. He deflects these concerns, and his pattern of behavior is a form of gaslighting and abuse. He persistently does this during interactions and has yet to follow through. It creates a toxic environment with no speak-up culture, psychological safety, and failure to abide by Kaiser Permanente's Principles of Responsibility of treating others with dignity and respect.  This is also evident in the current resignation of our third Chief Nurse Executive in 26 months.  With the abrupt resignation of our first Chief Nurse Executive in 2021.  No staff is safe under his leadership.

His lack of accountability has put us at risk, and we have no trust in him and his leadership. The Registered Nurses and Hospital Staff are issuing a formal notice of failed leadership and a petition of no confidence.
