The Issue
Remove Arabic Porn Sites Exploiting Women Through Non-Consensual Intimate Images (NCII)
Arabic-language porn websites are profiting from the sexual exploitation, blackmail, and public shaming of women and girls across the Arab world, often through non-consensual intimate images (NCII). These sites, which traffic in leaked, stolen, or AI-generated content, are prominently indexed by Google and other major search engines. The result is devastating: survivors face reputational ruin, forced displacement, honor killing, and in extreme cases, suicide.
Speak Up Helpline, a feminist reporting and support service, has received an alarming surge in cases from Egypt and across the region. Victims describe a familiar pattern: they discover their private images online—sometimes fabricated through AI—often on sites that appear in the top search results for basic Arabic queries. These images are uploaded without consent, with no recourse for takedown. Survivors are blackmailed, harassed, and driven into silence, often with no legal protections and no platform support in Arabic.
Despite clear violations of your own platform policies and international human rights standards, these websites remain indexed and accessible, effectively legitimized through your search results. By continuing to surface these sites, you are not merely neutral hosts; you are facilitating abuse.
The Reality:
* Most of the reported NCII websites appear on the first few pages of Arabic-language search results.
*These sites rarely, if ever, offer takedown tools or consent protocols.
* The impacts are long-term and life-altering: survivors face cyberbullying, psychological trauma, job loss, family rejection, and the constant threat of violence—especially in conservative societies where digital abuse is weaponized to shame and punish women.
We Call On Google, Bing, and All Major Search Engines to Immediately:
1. De-index Arabic-language pornographic websites that repeatedly publish NCII and lack consent-based or content moderation policies.
2. Filter Arabic-language search terms tied to NCII, blackmail, or exploitative content using culturally adapted AI moderation tools.
3. Establish an emergency NCII takedown protocol, developed in partnership with trusted regional civil society organizations such as Speak Up.
4. Invest in Arabic-language safety tools, localized content moderation, and survivor-centered reporting features for MENA users.
5. Release transparency data on NCII-related delisting requests, enforcement outcomes, and safety measures specific to Arabic-language contexts.
We have compiled a confidential list of the websites most central to this abuse, which we are prepared to share upon request. Please contact support@speakupeg.com to initiate immediate review and collaboration.
Your platforms have implemented NCII protections in English-language contexts. The same must apply to Arabic-speaking women and girls. Failing to do so sends a clear message: that some lives, some languages, and some harms matter less.
You have the tools. You have the precedent. What is missing is action.
We welcome the opportunity to meet with your regional trust and safety teams to discuss these urgent next steps.
