Written notice left on graves

I visited my dads grave today and this was left on most graves that have plants. I met a few people struggling to find graves as there are no name plates. These were removed last week. I also met a lady who said "what if you can't afford to get a headstone straight away". I don't think the council have taken into consideration the feeling of the grieving families: Maybe if they had they wouldn't have such black and white rules. Very sad indeed.
