Title: Stop the “No Dogs on Streets” Policy – Protect Our Community Dogs
To: Hon'ble Chief Minister of Tamil Nadu,
Animal Welfare Board of India,
Ministry of Environment, Forest and Climate Change,
Members of Parliament.
We, the undersigned citizens, animal lovers, and volunteers, strongly oppose the recent proposal made by MP Karti P. Chidambaram advocating a “No Dogs on Streets” policy and the establishment of large-scale dog pounds to permanently remove stray dogs from public spaces.
This policy is regressive, dangerous, and in direct violation of the Supreme Court’s rulings and ABC (Animal Birth Control) Rules, which protect the right of community dogs to live in their natural territories after sterilization and vaccination.
Why This Policy Must Be Rejected:
Cruel & Inhumane: Removing community dogs from their territories leads to trauma, starvation, and distress.
Proven Failure: Shelter-based models have failed nationwide due to poor conditions, overpopulation, and lack of long-term care.
Legally Invalid: The ABC Rules, 2023, clearly mandate the release of sterilized dogs back to their original locations.
Territorial Disruption: Removing dogs causes vacuum effect, leading to new unsterilized dogs replacing them—defeating the purpose.
Burden on NGOs & Public: The government relies heavily on NGOs and volunteers who are already managing sterilization, feeding, and care responsibly.
We urge the government to invest in strengthening the ABC program, improve coordination with animal welfare NGOs, and raise public awareness—not lock away innocent animals.
Our Demands:
Reject MP Karti Chidambaram’s “No Dogs on Streets” proposal.
Strengthen implementation of ABC Rules under AWBI guidelines.
Provide funding and training for local vets, feeders, and caretakers.
Launch state-wide campaigns on responsible pet ownership and dog bite prevention.
Establish an advisory board including NGOs and animal activists.
Community dogs are not a menace—they are protected lives, loyal companions, and part of our ecosystem. Let us build a compassionate Tamil Nadu that leads with empathy, not exclusion.
