Chief Young ADMITTED to breaking the law

So we all know that ticket quotas were made ILLEGAL in Virginia by Gov. Youngkin.

Yet this man openly admitted to having a ticket quota and PROMISING a certain level of REVENUE to the town. 

YOU, the citizen, are just as much of a victim.  This man chose to value revenue over safety.  He chose to use his power and agency to SKIM money off the hard working public by sitting officers in a 25/35mph zone and write petty tickets to generate money.  

Where is the money? 

Who sat idly by while this was going on?
