Idling at schools not tolerated in England; what about California?

Idle-Free California gets anti-idling and idle-free alerts from Google. Almost weekly we hear of another city or another school in England that has an anti-idling campaign or anti-idling ordinance adopted for schools.

The latest is "Parents who leave their cars running outside schools could now be fined £20 for 'idling'" - Manchester, England

They take this harmful, wasteful and largely unnecessary practice seriously. What about California??
