After several attempts, MP Tray Gray’s office responded with the following:

“As was mentioned in the conversations to you, there isn’t a federal department or service who our office can reach out to on this matter. There is provincial jurisdiction over transportation of goods and therefore you may wish to reach out to your provincial elected representative for information on this. I have contacted my local MLA and they have told me that this issue would be handled on a federal level.  

I have also contacted consumer protection and the Better Business Bureau.  Again, they did not have an avenue to pursue change.
