The Issue

Dear Neighbor,

This petition is for fellow five corners residents who care deeply about the safety, peace, and well-being of our community. For over eight years, our neighborhood—particularly those near the BP gas station—has endured persistent and disruptive behavior from one individual, Antonio “Tony” Silva. His loud, aggressive shouting often begins before dawn and continues late into the night, disturbing sleep, increasing stress, and affecting the overall quality of life for many families in our area.

While it's understood that mental health challenges are complex and deserve compassion, repeated attempts to offer help or find solutions have been met with refusal. The situation has reached a point where it no longer affects just one home, but our entire neighborhood.

The city hasn't yet taken meaningful action, often citing limitations around individual rights. But what about the rights of the rest of us—the right to live peacefully in our homes, to feel comfortable walking down the street, and to enjoy a quiet evening with our families?

This petition is a collective effort to call on the City of Methuen to take concrete, lasting steps to address this ongoing public disturbance. We’re not asking for punishment—we’re asking for resolution, accountability, and protection for our community.
