The Issue

Our nation’s older and vulnerable homeowners bear the brunt of neighbour disputes

Why Change is Needed

Neighbour disputes—over fences, noise, parking, harassment, or surveillance—can spiral into years of stress, legal bills, and intimidation. Right now, the system is slow, expensive, and stacked against ordinary people. Vulnerable residents, especially older homeowners and those on fixed incomes, are hit hardest.

We need a fairer, faster, and more affordable way to resolve disputes—one that protects everyone’s dignity and peace of mind.

Our Four Key Reforms

1. Fair Costs, Not Financial Ruin

Stop vexatious claims from bankrupting ordinary homeowners.

Make those who bring unreasonable cases pay the costs.

Cap legal fees in small disputes so no one is priced out of justice.

2. Privacy and Safety in Your Own Home

Ban abusive use of CCTV, drones, and surveillance aimed at neighbours.

Require registration of cameras pointing onto other people’s property.

Impose swift penalties for harassment through monitoring.

3. Fast‑Track Protection in Court

Create a dedicated “Neighbour Dispute Track” in county courts.

Guarantee hearings within 14 days for urgent cases.

Waive or reduce fees for pensioners, disabled residents, and low‑income households.

4. Resolve Problems Early

Require mediation before disputes escalate to court.

Establish a Neighbour Disputes Ombudsman for everyday issues like noise, parking, or shared access.

Fund community mediation so it’s affordable and accessible.

What This Means for You
Less stress: quicker, cheaper, and clearer routes to resolution.

More protection: safeguards for the vulnerable, but benefits for every homeowner.

Stronger communities: fewer disputes dragged through costly courts, more settled through fair mediation.

Call to Action

We call on Parliament to pass a Neighbourhood Disputes Reform Bill. These reforms will protect every homeowner, while giving extra safeguards to those most at risk.

Your home should be your sanctuary—not a battleground. Support this campaign and help us build a fairer system for all.
