

Reform Virginia's Department of Corrections Lifelong Parole Laws for Offender's 25 & Under
The Issue
On a deeply personal note, someone I love drastically had their life altered as they were found guilty without substantial evidence and sentenced to life without parole plus an additional 40 years. This shocking injustice allowed by the judicial system of the Virginia Department of Corrections has spurred intense emotions and propelled us to seek urgently needed reforms.
Enforced at Keen Mountain, a clause currently stands that allows individuals committing a crime under the age of 25 to receive life sentences without the prospect of parole. This stands, even for first-time offenders, negating the evidence that younger brains are not fully developed and are more capable of change (American Psychological Association, 2012). We believe in the opportunity for reform, particularly in situations where offenders show good behavior during their incarceration.
We call for a change in these laws, for individuals sentenced under the age of 25 to have a chance of parole-based on positive behavior and demonstrated growth. This approach would reflect the U.S. Supreme Court ruling that forbids life without parole sentences for juveniles because they "fail to consider the family and home environment," and "the circumstances of the homicide offense," (Miller v. Alabama, 2012).
Through our efforts, we desire to ensure that the justice system embodies the spirit of fairness, rehabilitation, and growth, rather than one of pure punishment – particularly for first-time offenders under the age of 25.
