Reform the Kentucky Board of Cosmetology
The Issue
Hypocrisy is when you break every rule and regulation, committing acts of gross misconduct , but attack the working class over minor things they do to stay open and pay their rent.

Problems
The director and her associates have destroyed the beauty industry in Kentucky through abuse of power, discrimination, and ethical misconduct. Official misconduct stems from a public employee's overstepping the boundaries of the office in which they serve, and using that office's power to circumvent accepted rules, often for personal or financial gain. They fine and bully small schools and nail salons, and since this director took the position in 2017, she has closed every rural county school that supports poverty stricken areas. There is also noted a tendency to target ethnic licensees, Asian Americans, Native Americans, and Blacks, as well as minority owned businesses.
'Abuse of power' means the improper use of a position of influence, power or authority against another person. This is particularly serious when a person uses his/her influence, power or authority to improperly influence the career or employment conditions of another. Under 9 KAR 1:025 and Chapter 522, appointed KY state officials and employees must adhere to certain rules and conduct guidelines. The Board employees have complete disregard for the licensees, act unethically, and have attacked the working class. There is no other Board that can charge people criminally, which makes this even more bizarre. These people are not educated to function with this much power! There are no bylaws or quality assurance in their oversight. Furthermore, the Board attorney refuses hearings, lies in revocation paperwork, and is violating the Open Records Act.
Mishandling Funds and Hyperfining
They are stating they don't receive fines, so they can double injure licensees, demanding they send payment again. No other profession fines licensees like this! The director will spill her cause of public safety, but that's not the goal. A huge fine dont make you safer. It makes their salaries increase, however. If safety is a goal of theirs, why has the entire Southeast area not had an inspection since 2022? And two inspector positions have been vacant for awhile now. The goal is to attack anyone who challenges her on the gross misconduct, and to manipulate staff to harm targeted individuals. And by attack, they retaliate using improper conduct.
It is our opinion that these individuals are controlling fair commerce and business in the industry through manipulation of statutes and regulations, unfair and unreasonable fines, favoritism, discrimination, and classism. This has made it difficult for rural and poverty ridden counties to have vocational training programs and difficult for small businesses to remain open.
Inappropriate Scope and Function
These individuals attempted to control medspa activities via defunk House bill 340, and are introducing legal activities into criminal courts, using false declarations, which is a crime. Without proper policy and procedures in place, and with no law enforcement protocol, this director is allowing an inspector to charge innocent people for teaching within their scopes and doing demonstrations, which are allowed under current regulations. This is not a bonded agency for these actions.
Other Examples of Misconduct
They violate 13b regarding hearings, only inspect the smaller schools and salons, fining them heavily, and we have documentation of premeditated conspiracy against rights. Hunt refuses to give open records by request, and they are using company vehicles for personal use. They follow no rules and attack workers over minor issues, with new statutes to secure immediate closure and license revocation. No other Board requires a licensee to show where they work and pay when they change jobs for a new license. No other board fines licensees and extorts with requests for 10k to 45k to have your license reinstated. Hunt will put straight lies in paperwork to revoke a license, and know the truth, which is legal malpractice and maleficence. It's not defamation if it's true! You cause these problems and blame the licensees for your mess!
No Clear Practice Scope Available
Campbell is changing statutes via fast tracking n committee substitutes, and has implemented ridiculous regulations. To her, the licensees are "subjects" and complaints that come in from random people are "cases." Quit crying public safety! Every single hair, face, and nail product can be ordered without a license, including eyelash glue. The director cannot say anymore public safety is their goal, if they are readily accessible to citizens. She functions on hypocrisy. These items can be owned by the general public, used by the general public, and are NOT regulated substances.
Preventing Licensees from Transferring or Testing
Further evidence exists that the director never earned her cosmetology license properly when she moved from Wyoming in 2017. She is keeping others and the AAPI community from working by insisting they test again in Ky when she herself bypassed her own provision. In addition, there is favoritism is transferring. There exists hypocrisy and double standards with this Board who only favor the wealthy schools and salon owners. All the licensee money is being used to stop working, when the governor has got laws passed to help people work.
