Reform the Community Police Oversight Board to be effective and not just for show.

The Issue

The municipal ordinance to authorize define the responsiblities and functions of the Dallas Community Police Oversight board (CPOB) restrict and constrain it so it isn't effective and is not able to do much more than merely exist and comment on police review reports. We propose the following.

1. Allow the CPOB to initiate on its own investigations immediately and without delay. 

2. Allow the subpoena of police officers and city officials. 

3. Require timely responses from the City of Dallas and the Dallas Police Department (DPD) to information requests and timely execution of internal affairs investigations.

4. Allow the CPOB to access independent sources of information and expertise. 

5. Provide funding for training of CPOB to support the execution of their duties.

6. Have due process in the expelling of CPOB members to make sure it is for cause and not because they are too effective in doing their job. 

7. Have an annual report on their activities, with an assessment how the CPOB could be more effective, the DPD could improve, and what training the CPOB could use and what impediments did they face in executing their function.

Everyone is accountable for their actions and an ineffective CPOB will not serve the City of Dallas prevent occasions of police abuse of citizens and abuse of citizens is an injury to the body politic of our city.
