As any convicted felon knows, you lose your rights and access to services such as housing and food stamps for the rest of your life. 

I believe a non violent felony conviction should NOT be held to this. It's hard enough to get a job with a felony charge, let alone get affordable housing. This alone could be why you have repeat offenders. They have nowhere to go, can't find work and can't afford to eat. 

Non violent offenders deserve a second chance.
