The Issue

I am a member of the International Union of Operating Engineers, part of a community representing over 400,000 bargaining-unit workers. We find ourselves in a challenging conflict between what's outlined in our Master Labor Agreements (MLA) and the reality of resolving disputes and protecting our rights. On paper, the MLA is meant to serve as our shield, but when it comes to grievance procedures, too many members have felt the sting of inadequacy.

The grievance process, as it currently stands, is more theory than practice. It often leaves our members lost and without the support they desperately need when facing workplace issues. The fallout from mismanaged grievances can be devastating. This system, which should empower and protect the CBA’s and members, instead have often silenced the provisions by bureaucracy and failed to enforce union protected activities. We share stories of despair and look towards a hopeless future if these mechanisms remain unchanged. 

Operating Engineers across the nation know that the wheels of bureaucracy often spin too slowly—or not at all. “Timely processes” not to be “deviated” from are actually at the mercy of exclusive representation When our grievances pile up without resolution, it is not just a procedural problem—it's a threat to the dignity and security of every worker within our ranks. Over time, this erodes trust not only in the process but in the institutions meant to uphold it. 

We demand decisive, transparent reforms that put the workers first. Especially in circumstances involving safety, and willful contractual violations by signatory contractors.

Here are key proposals:

- Establish an independent oversight body made of volunteer IUOE members tasked specifically with monitoring and evaluating grievance procedures, ensuring they serve their true purpose of delivering timely and fair outcomes.

- Implement regular training programs for both union district representatives and business agents to professionally handle grievances without minimization, or consolidation of grievances, violations, or remedies to highlight empathy, respect, and urgency in duty of fair representation for the collective bargaining member.
- Set clear timelines for each stage of the grievance process without “mutual extension” to avoid unnecessary delays that compromise the worker's situation and financial stability.
- Create accessible and if applicable anonymous reporting platforms that allow workers to submit grievances confidentially, without fear of retaliation, being sidelined or disciplined. 

-End the failure to provide grievance documents upon request without gate keeping.


Our call is urgent. Each day without these improvements is another day we risk the well-being of workers who depend on us. We believe that addressing these flaws will not only strengthen our union but also set a new standard for accountability and justice in labor relations for generations to come.
