Many major cities in the UK have now introduced a charge for entering a Clean Air Zone ( CAZ ) In the city centre. 

SHOULD YOU DO SO A PAYMENT REQUEST SHOULD BE ISSUED BEFORE A FINE.

This petition is to stop the unfair way fines are implemented.  The councils use Automatic Number Plate Recognition to determine you have entered a controlled area and should you not pay they will send you a fine.  The council are aware of this but YOU may not be! Visiting a new city or following your SAT NAV to a new area?

Before any fine is given you should be sent a bill for the standard payment.  Only if this is not paid should a fine be issued.

In addition, the Councils have the technology to determine if you have driven in a controlled area and prove this with pictures of your vehicle. They should extend this to allow a member of the public to check online if they must pay. How much money has been paid by people who worry they may have been in the CAZ and are scared about the large fines that may arrive through the post?
