Attention: QLD State Government Ministers for Agriculture and Animal Welfare 

The current system of pet co-ownership and breeding partnerships in Australia leaves families vulnerable to exploitation and furry family members at risk of trauma.

These reforms are crucial to prevent other families and responsible breeders from experiencing the emotional and financial trauma of predatory practices. It is important to note that the majority of breeders are responsible and dedicated to the welfare of their animals.

Unfortunately, a few outliers engage in exploitative behavior, creating negative opinions about breeders collectively. This is UNFAIR and untrue, and these outliers MUST be stopped! 

Our family's devastating experience with our Hungarian Vizsla, Zarli, highlights critical gaps in current legislation that must be addressed.

WHY THIS MATTERS

Currently, there are:

  • No standardised agreements for breeding partnerships
  • No clear legal protections for guardian/co-ownership families
  • Insufficient oversight of breeder conduct
  • Expensive and time-consuming dispute resolution processes
  • No national database of struck-off breeders
  • Inadequate systems for verifying and protecting pet ownership

WE CALL FOR:

1. Mandatory Standardised Breeding Partnership Agreements that:

  • Clearly outline rights and responsibilities of all parties
  • Include dispute resolution mechanisms
  • Comply with animal welfare legislation
  • Require legal review before implementation

2. Consultation with breeders around Australia in regards to the creation of a National Breeder Database to:

  • Track and report breeder misconduct through official complaint channels
  • Implement a two-strike warning system
  • Provide transparent access to breeder histories
  • Determine management of the database in collaboration with breeders and peak bodies
  • Ensure that complaints are determined through appropriate fact-based analysis, not peer-led reviews

3. Improved Ownership Protection through:

  • Streamlined legal processes for ownership disputes
  • Clearer guidelines for microchip registration
  • Better integration between state registries
  • Enhanced rights for guardian/co-owner families

4. Reform of Peak Body Regulations to:

  • Strengthen complaint processes
  • Reduce complaint filing fees
  • Increase transparency in investigations
  • Provide better support for affected families
  • National consistency of peak body rules and regulations 

5. Enhanced Animal Welfare Protections:

  • Maximum time limits for breeding agreements, in particular lease terms
  • Mandatory welfare checks and access to the animal during disputes
  • Clear guidelines for animal return procedures
  • Protection against retaliatory actions

No family should have to refinance their home to keep their beloved pet safe, and no animal should suffer the trauma of separation from their family due to exploitative behaviour.
