However, there are several new bills that have been introduced both in the House and Senate along with a new bill has been introduced in NYS granting the Transportation Commissioner authority to extend Clean Pass in NYS.

Dear Congressman,

I am writing to urge you to support legislation that extends the use of the Clean Pass lane for electric vehicles. H.R.4948 - HOV Lane Exemption Reauthorization Act. This program has provided significant benefits not only to EV drivers but also to all commuters and the environment.

Without the Clean Pass lane, traffic congestion has worsened dramatically—especially during peak commuting hours. For many working Americans, this translates to longer travel times, higher stress, and reduced time with their families. The ability for clean energy vehicles to use the HOV lane has been a practical incentive that helps maintain smoother traffic flow and encourages the transition to sustainable transportation.

Supporting this bill is about more than convenience, It’s about improving quality of life for thousands of hardworking commuters, reducing emissions, and reinforcing our commitment to cleaner energy and innovation. The Clean Pass lane program aligns with our shared goals of reducing dependence on fossil fuels and creating a more efficient, environmentally responsible transportation system.

I respectfully ask that you stand with commuters, working families, and the environment by supporting the extension of the Clean Pass lane for EV vehicles.

After daily use of the HOV lane for over a decade, I appreciate the time savings this exemption affords during my daily commute. Though this issue is not only about me, as it is going to affect EVERYONE that uses the expressway as EV’s and Hybrids are now forced into already crowded regular use lanes.  Many say well just carpool, but practically speaking that may only work for some people.

On September 30, 2025, this exemption, which has received extensions before, is set to expire.  Accordingly,  I am concerned that with its elimination, more traffic congestion is going to ensue as HOV will be largely empty and regular lanes will become much more congested with SOV's comprised of EV's and Hybrids forced to out of HOV.  Notably, Congress has extended the exclusion several times before and can do it again if we act now and let them know critical role this exemption plays for us in saving time, promoting cleaner transportation and allowing people to get their places of employment in a timely fashion. 

This single-occupancy exemption of the High Occupancy Vehicle (HOV) lane has proven its utility since its inception in reducing traffic congestion. Indeed, according to the U.S. Department of Transportation, HOV lanes move people more efficiently than general purpose lanes during peak periods, saving commuters time while reducing congestion-related pollution.

To the U.S. Congress, the Senate Committee on Environment and Public Works, and the House Transportation & Infrastructure Committee: It is urgent we extend this HOV single-occupancy exemption! Please act to continue promoting responsible single-occupancy usage of HOV lanes - an aspect instrumental to green transportation and a solution to ever-persistent traffic congestion.
