NO REPLIES FROM ANYONE IN ALBANIAN INSTITUTIONS!

As you can see from the refusal letter which was sent on February 26, 2019, the legal succession document was rejected based on the following:

1. Civil Code Article 348 in part thereof: "The certificate of legal inheritance shall be issued by the notary of the local government unit where the decedent resided last...."  In response to that, the last legal residence of the decedent was New York, USA. So they are going against their own code!
2. Civil Procedure Code Article 46, para 2: "When the person leaving the inheritance is an Albanian citizen and at the time of his demise did not have a residence in the Republic of Albania, claims, as provided in the first paragraph, may be brought in the court of the place where the person leaving the inheritance has had his last residence in Albania or in the court of the place where the greater part of his properties are situated. In case the person leaving the inheritance did not have any last residence, or property in the Republic of Albania, the above-mentioned claims are brought in the court of the capital city."  What claims??? Nobody is suing anyone here, nobody is challenging the legal succession. 

Once again, Albanian governmental institutions do whatever they feel like doing and to whom they feel like doing it. 

I have yet to receive any replies from any of the individuals listed below, heads of various government institutions, to whom I addressed this issue: Mr. Artan Lame, Registrar State Agency of Cadastre; Mr. Valdrin Pjetri, Chief Registrar of the Republic of Albania; Merita Qato, ZRPP Tirana; Mr. Pirro Vengu, Prime Minister’s Office; Ms. Brikena Muharrem, Member of the Diaspora Coordination Council; Mr. Pandeli Majko, State Minister for Diaspora; Mr. Bujar Leskaj, Chairman of the Supreme Audit Institution and Mr. Edi Rama, Minister of Foreign Affairs and Prime Minister of Albania. 

Albania is in flagrant violation the Hague Apostille Convention Agreement which they signed on May 9, 2004!
