Albania is in Violation of the Hague Apostille Convention!!

Today I went to the Private Property Office in Shkodra to try and resolve this issue. Once again I was met with the same rhetoric and again they refused to change their position for their groundless decision. The Albanian state is in open violation of the Hague Apostile Convention of 1961, an agreement in which they are a member state. This is an international offense! I have not heard anything from Mr. Artan Lame, Head State Cadastral Agency, nor Mr. Pandeli Majko, Minister of Diaspora. The fact is that Albania is denying property rights to the heirs of Albanian nationals who die outside of Albania and the state is in violation of the Hague Apostille Conventional Agreement which they signed on May 9, 2004!
