As a dedicated advocate for the protection of minors and the strengthening of consent laws in South Korea, I greeted the news of the proposed legislation with hope. Our minors deserve iron-clad laws that safeguard their rights and well-being. However, my hope soon turned into disappointment when I saw the legislation titled the "Kim Soo Hyun Prevention Act." Naming a law after a public figure currently embroiled in unresolved accusations is not only premature—it is deeply problematic.
This law should be about protection, not punishment by association. Whether Kim Soo Hyun is guilty or innocent is a matter for the justice system, not the court of public opinion. Attaching his name to this legislation risks undermining its very purpose. It distracts from the urgent need to improve legal protections for minors and instead turns the focus onto a celebrity caught in the crossfire of controversy.
Embarking on this journey, one cannot ignore the concerning statistics. According to data from the Ministry of Gender Equality and Family, more than 13,000 minors were victims of sexual offenses in 2016 alone (Korea Herald, 2017). These numbers are staggering—and a stark reminder of how urgently our laws must evolve to better protect vulnerable young people. But we must do so responsibly, without sensationalism or bias clouding the issue.
By renaming this law to something more neutral and victim-centered—such as the "Minor Protection and Consent Act"—we allow it to be taken seriously as a legislative solution, rather than a pop culture headline. We give victims the dignity they deserve and the legal change they need. And we uphold the principle that no one should be publicly condemned without due process.
This is not about taking sides in a scandal. This is about clarity, justice, and compassion. Let us keep the narrative where it belongs: on protecting the children and teenagers who rely on our system to shield them from harm.
