Pétition contre le projet d’infrastructure cyclable du secteur Hull
À l’intention du conseil municipal de Gatineau
Objet : Opposition au projet d’aménagement d’infrastructures cyclables secteur Hull

Nous, soussignés, sommes des citoyens, commerçants et intervenants préoccupés du secteur de Hull, et nous vous écrivons pour exprimer notre opposition au projet d’aménagement d’infrastructures cyclables du secteur Hull.

Bien que nous reconnaissons l’importance du transport durable et de la promotion du vélo comme mode de transport sain et écologique, nous avons plusieurs préoccupations concernant ce projet spécifique.

Principaux points de préoccupation :

1- Impact sur la circulation et la congestion: Les voies cyclables proposées sur l’Axe nord-sud sur Saint-Joseph , Berri, Ducharme/Lois auront un impact négatif  sur la circulation existante, entraînant une augmentation de la congestion  créant ainsi une augmentation des GES. Les déplacements seront plus longs pour les résidents et clients d'entreprises du secteur. Avec l'ajout de logements (les nouveaux projets immobiliers en cour et à venir) la réduction de voies proposées et l'implantation de sens uniques seront problématiques et incompatibles avec l'augmentation de la circulation à venir.

2- réduction d'espaces de stationnement : L’aménagement des pistes cyclables proposées pour le secteur Hull diminuera le nombre de stationnements de 339 ce qui aura un impact négatif  pour les commerces et résidents du quartier.

3- Consultation insuffisante : Il n’y a pas eu de consultation approfondie avec la communauté et les commerçants concernant les changements proposés. Les séances d'information n'ont pas bien été publicisées et compte tenu de l'impact sur le quartier et les coûts engendrés,  nous croyons que des discussions et des consultations plus approfondies sont nécessaires pour répondre aux préoccupations et aux suggestions des résidents et commerces directement touchés par ce projet.

4- Alternatives moins couteuses : Nous exhortons la ville à envisager des itinéraires alternatifs pour les infrastructures cyclables qui auraient un impact moins perturbateur sur la communauté. Les pistes cyclables existantes pourraient être améliorées et sécurisées sans avoir de  conséquences négatives décrites ci-dessus.

5 - besoins réels et prioritaires : La proposition implanter autant de pistes cyclables est démesurée (3 pistes cyclables a l'intérieur de 2 quadrilatères). Considérant que le nombres d'utilisateurs des pistes actuels est de moins que 4%, que ces pistes sont principalement utilisées que l'été, qu'elles nécessiteront maintient  et déneigements (augmentation des couts annuels), qu'il n'y a pas urgence en la matière,   nous demandons à la ville de re-prioriser les budgets et de répondre aux autres besoins plus urgent, tel transport en commun ( ex: taxe additionnelle de $120) , logement social et l'itinérance. 

Conclusion : Nous exhortons fortement le conseil municipal de Gatineau à reconsidérer les projets d’aménagement d’infrastructures cyclables. Nous demandons qu’un examen complet et que le plan cyclisme de 2018 soit revu, ajusté et aligné avec les multiples autres projets et priorités 2024/25.

Petition against the Hull sector cycling infrastructure project

Subject: Opposition to the Hull sector cycling infrastructure development project

We, the undersigned, are concerned citizens, businesses and stakeholders in the Hull sector, and we are writing to you to express our opposition to the proposed development of cycling infrastructure in the Hull sector.

Although we recognize the importance of sustainable transportation and the promotion of cycling as a healthy and environmentally friendly mode of transportation, we have several concerns regarding this specific project.

Main points of concern:

1- Impact on traffic and congestion: The proposed bicycle paths on the North-South Axis on Saint-Joseph, Berri, Ducharme/Lois will have a negative impact on existing traffic, leading to an increase in congestion, thus creating an increase in traffic and  pollution. Travel will be longer for residents and customers of businesses in the area. With the addition of housing units (all new real estate projects in progress and to come) the reduction of proposed lanes and the implementation of one-way streets will be problematic and incompatible with the increase in traffic to come.

2- reduction of parking spaces : The development of the cycle paths proposed for the Hull sector will reduce the number of parking spaces by 339, which will have a negative impact on the number of parking spaces for businesses and residents in the neighborhood.

3- Insufficient consultation: There was no in-depth consultation with the community and businesses regarding the proposed changes. The information sessions were not well publicized and given the impact on the neighborhood and the costs involved we believe that more in-depth discussions and consultations are necessary to address the concerns and suggestions of residents and businesses directly affected by this project.

4- Less expensive alternatives: We urge the city to consider alternative routes for cycling infrastructure that would have a less disruptive impact on the community. Existing cycle paths could be improved and made safer without having the negative consequences described above.

5 - Real priorities and needs:  the large amount of cycle paths proposed is excessive (3 paths with 2 city blocks for example) . Considering that the number of users is less than 4%, that these paths are mainly used only in the summer, that these proposed paths will require maintenance and snow removal (increase in annual costs), that there is no no urgency for an increase in cycle paths, we ask the city to reprioritize budgets and respond to other more urgent needs, such as public transportation (ex: additional taxes of $120) , social housing and homelessness.

Conclusion: We strongly urge the Gatineau city council to reconsider cycling infrastructure development projects. We request a full review and that the 2018 plans be reviewed, adjusted and aligned with the multiple other 2024/25 projects and priorities.
