Who is this Dr. RS Praveen Kumar, IPS and what is this all-negative propaganda about despite his noble intentions and marvelous works in uplifting millions of downtrodden and poor innocent kids & families? Let us read, understand and factcheck to know what a sincere, committed, and dedicated bureaucrat accomplished as a Secretary for Telangana Social and Tribal Welfare Educational society in the past 9 years, and how he has impacted thousands of lives who were oppressed for generations.
Can you imagine an IPS Officer (Indian Police Services) with over 25 years of experience who does not own a house nor a vehicle of his own? His bank balance would be more like a middle-class employee and with a simple living standard! In this materialistic time, it is impossible to find such a humble, dedicated, sincere and committed officer. He is an open, honest, efficient and dynamic Police officer; he has achieved everything a civil servant dream to achieve in life and more to come. He is Dr. Repalle Shiva Praveen Kumar, IPS(aka RSP or RS Praveen IPS) of a batch of 1995 and alumni of Harvard University. He is a Doctor by training, a Police officer by Profession, an Educator by Passion and an Emancipator by Soul & Spirit. Now he is on the mission to liberate the inferior poor and downtrodden through education.
Dr RS Praveen Kumar was born on 23 November 1967 in a remote village, Alampur, Mahaboob Nagar district of Telangana state, near Nallamala forest to the parents who were both teachers by profession. Right from his childhood, he is ambitious, hardworking and dreamt of becoming something to bring positive changes to the country. He is a vet by education and completed his Masters in Veterinary Sciences from the then Andhra Pradesh Agricultural University, Rajendra Nagar, Hyderabad. He also holds the prestigious Master in Public Administration from Harvard University and Edward. S. Mason Fellow, United States.
Right from his posting as the then Andhra Pradesh cadre IPS officer, he worked hard and grew through ranks. When he worked as Superintendent of Police (SP) of Karimnagar district, he implemented many community developments programs and he was so closely connected to people; when he was transferred as part of routine formality, people went on protesting the decision and it speaks volumes about his work and transformational changes that he brought to the district. Once he has put his life at risk when he got attacked by anti-establishment elements. When he was posted as the Joint Commissioner Cybercrime Brach, he transformed the department into a technology hub.

- Police Medal for Gallantry by the President of India for the conspicuous act of bravery in Warangal Dt.
- President’s Police Medal for Meritorious Service for outstanding service for two decades for the public good.
- Internal Security Medal by the Ministry of Home Affairs, Government of India for outstanding contribution in Insurgency affected conflict zones.
- United Nations Police Medal for outstanding contribution in peacekeeping operations in post-war conflict zones in Kosovo.
- Independence Day Medal by the President of India.
- Commendation Letter by the Director-General of Police for outstanding work in Counter-Insurgency Field.
- Civil Society Hall of Fame by the Civil Society Organizations in New Delhi in recognition of selfless efforts in serving needy and deprived children and bring a positive change in the lives of the marginalized communities.
- Telugu Person of the Year 2015 by Saakshi Media House for having gone beyond the possible and inspiring millions to achieve their goals.
- Telangana Excellence Award by the State Government of Telangana on the eve of the 71st Independence Day
- Kirti Award by Telugu University for rendering outstanding service in the fields of Adult Education and Personality Development.
- Silver Jubilee Gold Medal for outstanding performance in Master’s Degree in 1992 in AP Agricultural University.
- Champion in the Cross-Country Race in 1995 batch in National Police Academy
- Champion in Unarmed Combat Championship in 1995 batch in National Police Academy.
After 17 years into service backed by extraordinary accomplishments, his mind was onto next thing: “how to become even more resourceful and be a change agent for the betterment of poor communities”. With this zeal in the mind, he was motivated to attend (MS) Master’s Program from Harvard University, Boston, United States. While studying at Harvard, he stood out as an outstanding and passed out with his master’s degree with flying colors. Although he was offered with lucrative offers in the US, he politely rejected them and chose to come back to India to serve the nation with what he learned and gained. After coming back from Harvard in 2012, he personally requested the then Chief Minister of Andhra Pradesh, the post of Secretary for Social Welfare Residential Educational Institutions to serve the underserved, underprivileged students. Prior to 2012 it was considered as punishment post by Civil Servants. However, now these school are considered on par with the corporate and international standards schools; infrastructure and facilities are no less than the standards of any corporate school in the nation. Today these schools have become most sought after by the parents of underprivileged children. For 20,000 seats of 5th standard nearly 3 Lakh students apply each year.
Now Social Welfare becomes the talk of the world:
All Indian Print, TV media, USA based Forbes and Vogue Magazines covered the achievement of a young girl Ms Malavath Poorna, who became the youngest girl ever to scale Mount Everest at the age of 13 years; she was the student at this school system and Dr RS Praveen Kumar was the one who has mentored, groomed and coached Poorna personally. There is a movie made based on this success story with the title “POORNA”, it is available for Amazon Prime.

Sports Achievements:
The students excelled not only in academics but also in the arts, cultural programs, sports and games.
- Malavath Poorna is an Indian mountaineer, aged 13 years and 11 months, became the youngest Indian and the youngest female in the world to have reached the summit. Poorna was accompanied by Sadhanapalli Anand Kumar from Khammam.
- Sundar Raj got selected to International Yoga Championship, Malaysia and won the Bronze medal.
- Nandini, the daughter of a tea seller, bagged the first Gold medal for Telangana in the Under-17 girls long jump event in the Khelo India Youth Games 2020 in Guwahati.
- Pranay bagged Gold medal in High Jump (1.89 meters) in Junior National Athletic Championship in Guwahati.
- Salomi and Soujanya are selected to represent Telangana in National Junior Wrestling Championships.
- Anjali, Parvati, Anitha, and Nikitha for cruising into the senior women cricket team of Hyderabad by sheer hard work.
- Shravya Beti is selected and undergoing training as commercial pilot. She is being the pathfinder for millions whose dreams remain unfulfilled due to poverty and oppression.
Having said this, all these champions are produced under Dr. Praveen's aegis.
MOUNTAINEERING:
List of major summits in Mountaineering:
- Poorna and Anand scaled Mt. Everest, Asia in 2014.
- 47 students scaled Mt. Renock in 2015.
- 5 Students scaled Mt. Kilimanjaro in 2016 while Malavath Poorna led the team.
- Poorna and Sri Vidya scaled Europe’s highest peak, Mt. Elbrus in 2017.
- Malavath Poorna scaled Southern and Western Hemisphere highest peak, Mt. Aconcagua. Argentina in February 2019.
- Malavath Poorna scaled Mt. Carstensz in March, 2019.
- Malavath Poorna scaled Mt. Vinson Massif, Antarctica in 2020.
- Laxmi & Rajitha, scaled Mt. Kilimanjaro in 2020.
Apart from all these facts, during his tenure the total number of schools has doubled, 30 new women degree colleges have started and running successfully. Nearly 300 students who are 1st generation students got placed in various corporate multinational IT companies.
These schools are so successful, and it has become a case study for various states such as Uttar Pradesh, Karnataka, Andhra Pradesh etc. The government of India sent teams to visit these schools and identify and report on methods and process employed to make these schools so successful. Central Government visited and studied these schools. Harvard University, United States has published a case study on the innovational transformation of these schools. Bloomberg also published an article covering the length and breadth of these schools and what Dr RS Praveen Kumar has done to change the schools that were ignored and neglected to the most successful educational institutions.
Dr Praveen Kumar has impacted many families through his work and his inspirational & uplifting speeches.
