The safety, dignity, and well-being of children in state care must be a paramount concern for any society committed to human rights, accountability, and the rule of law.

This petition raises serious concerns regarding the termination of independent civil-society monitoring of child-care institutions in Armenia, including the Zatik Children’s Support and Assistance Center in Yerevan, which operates under the Ministry of Labour and Social Affairs of the Republic of Armenia.

Children living in institutional care are among the most vulnerable members of society. They are fully dependent on the State for protection and lack the power, resources, and safe channels needed to defend their own rights. Independent oversight is therefore not optional — it is a fundamental safeguard.

When such oversight is restricted or removed, the risk of abuse, neglect, retaliation, and systemic rights violations increases significantly, particularly where children cannot safely or confidentially report harm.

Why This Matters

Publicly available documentation, civil-society reports, and accounts from relatives and affected individuals raise serious and ongoing concerns, including:

• Prolonged isolation and the use of punitive practices
• Limited transparency regarding children’s placement, treatment, and overall well-being
• The absence of effective, independent monitoring and accountability mechanisms

These concerns are supported by documented incidents and official reports, including:

• A published civil-society report stating that a security guard at the Zatik Children’s Support Center reportedly threatened minors with a knife

• Law enforcement authorities have initiated a criminal investigation into sexual abuse linked to the same institution.
• Reports that a pregnant underage girl residing at Zatik was denied reproductive choice, with staff stating that “the ministry says she must give birth.”
• On May 30, 2024, the Ministry of Labour and Social Affairs terminated independent civil-society monitoring of child-care institutions, including Zatik, as documented in a public statement:

Taken together, these facts demonstrate that the risks to children in state care are real, documented, and ongoing, especially in the absence of independent oversight.

What We Are Calling For

Immediate and concrete action is required.

We respectfully call on the Government of the Republic of Armenia and the Ministry of Labour and Social Affairs to:

• Immediately restore independent civil-society monitoring of all child-care institutions, including the Zatik Children’s Support and Assistance Center
• Grant unrestricted, regular access to qualified and independent organizations for impartial oversight
• Ensure transparent, timely, and thorough investigations into all allegations of abuse, neglect, or misconduct
• Establish safe, confidential, and child-friendly reporting mechanisms for children and staff, free from fear of retaliation
• Guarantee full accountability for any violations of children’s rights, in accordance with domestic law and international obligations

International Obligations

Armenia is a State Party to the United Nations Convention on the Rights of the Child (CRC), which obligates the State to:

• Protect children from all forms of violence, abuse, and neglect
• Ensure the best interests of the child are a primary consideration in all actions
• Provide effective safeguards, monitoring, and remedies when children’s rights are at risk

We respectfully urge the UN Committee on the Rights of the Child and relevant UN agencies to exercise their mandates and support Armenia’s compliance with international child-rights standards.

Our Position

This petition is not an attack on individuals or institutions.

It is a call for systems that protect children, regardless of political leadership or administrative structure.

We state clearly and unequivocally:

Silence in the face of potential harm is not neutrality.

When children cannot safely speak for themselves, public accountability becomes both a moral and legal responsibility.

This petition stands with children in institutional care and in defence of their rights, dignity, and protection.

• What additional harm must occur before independent monitoring is restored?
• What concrete mechanisms will ensure accountability for criminal abuse in state care?
• How will children be protected when civil oversight is silenced?

La sécurité, la dignité et les droits fondamentaux des enfants pris en charge par l’État ne doivent jamais être compromis.

Le présent avis public exprime de graves préoccupations concernant la suppression de la surveillance indépendante exercée par la société civile sur les institutions de protection de l’enfance en Arménie, y compris le Centre de soutien et d’assistance aux enfants Zatik à Erevan, qui relève du ministère du Travail et des Affaires sociales de la République d’Arménie.

La surveillance indépendante constitue une garantie essentielle pour les enfants entièrement dépendants des institutions de l’État. Sa suppression accroît considérablement les risques d’abus, de négligence, de représailles et de violations des droits de l’enfant — en particulier lorsque les enfants ne disposent pas de mécanismes sûrs et confidentiels pour signaler des préjudices.

Pourquoi c’est important

Des rapports publics documentés par des organisations arméniennes de défense des droits de la personne et par la société civile font état de :

Graves allégations d’abus physiques, sexuels et psychologiques dans des établissements de prise en charge par l’État
Pratiques punitives et isolement imposé aux enfants
Manque de transparence concernant le traitement, le placement et le bien-être des enfants
Absence de mécanismes efficaces et indépendants de responsabilisation à la suite de la suppression de la surveillance

Le 30 mai 2024, le ministère du Travail et des Affaires sociales a mis fin au mandat permettant aux organisations indépendantes de la société civile de surveiller les institutions de protection de l’enfance. Cette décision a été largement critiquée par des organisations de défense des droits humains, qui estiment qu’elle affaiblit la protection de l’enfance et la reddition de comptes publique.

Lorsque la surveillance indépendante est supprimée, les enfants perdent l’une des rares protections dont ils disposent.

Ce que nous demandons

Nous appelons le Gouvernement de la République d’Arménie et le ministère du Travail et des Affaires sociales à prendre des mesures immédiates et concrètes afin de :

Rétablir sans délai la surveillance indépendante exercée par la société civile dans toutes les institutions de protection de l’enfance
Accorder un accès sans restriction aux organismes de surveillance indépendants et qualifiés
Assurer des enquêtes transparentes, impartiales et approfondies sur toutes les allégations d’abus ou de mauvaise conduite
Mettre en place des mécanismes de signalement sûrs et confidentiels pour les enfants et le personnel, sans crainte de représailles
Garantir une pleine responsabilisation conformément au droit interne et aux obligations internationales de l’Arménie

Obligations internationales

L’Arménie est État partie à la Convention des Nations Unies relative aux droits de l’enfant, qui l’oblige à protéger les enfants contre toute forme de violence, à faire de l’intérêt supérieur de l’enfant une considération primordiale et à assurer des mécanismes efficaces de surveillance et de recours lorsque les droits sont menacés.

Nous exhortons respectueusement les organisations internationales, les institutions donatrices et les gouvernements démocratiques à soutenir le rétablissement d’une surveillance indépendante et à défendre les normes de protection de l’enfance en Arménie.

Elle appelle à la mise en place de systèmes qui protègent les enfants, indépendamment du contexte politique ou administratif.

Le silence n’est pas une position neutre. Lorsque les enfants ne peuvent pas s’exprimer en toute sécurité, la responsabilité publique devient une obligation morale et juridique.
