I want to again mention PREVENTION. Lawsuits, CPSO, and HPARB are all things that come into play after the damage is done. The psychotropic drugs safety waiver is to PREVENT deaths and harm. 

Often patients are not informed properly on psychotropic drugs. Having a caregiver in place helps lessen the risk. 

Patients are not allowed to leave surgery without a ride/caregiver . How is being prescribed a  powerful mind altering drug for the first time and not knowing how a patient will react to it any different? No one should be left unmonitored in this situation.
