PUBLIC INTEREST LITIGATION FOR PROVIDING SHELTER TO STRAY DOGS IN INDIA

RESPECTFULLY SHOWETH:
This Public Interest Litigation is filed in the interest of stray dogs across India who suffer from neglect and lack of shelter. With the rapid urbanization and development, many stray animals find themselves without a place to call home.
Historically, the lands now covered by cities were once part of vast natural habitats supporting wildlife, including stray dogs. As human activities have encroached upon these areas, the comfort and safety of these animals have been significantly compromised.
Need for Action: Stray dogs are not merely pests; they are sentient beings that once roamed freely in their natural habitats. The rise in human population and urbanization has displaced these animals. It is our moral and ethical responsibility to provide for them, as their environment has been altered for our development.
Proposed Policy , The petitioner proposes that the Government of India makes it compulsory for every household to construct a dog house just outside their home gate. This necessity can be on par with stilt parking requirements in urban developments.
The petitioner requests the Hon’ble Court to direct the government to formulate a policy that:
- Mandates the construction of dog houses as a requirement for all new residential developments.
- Provides guidelines for the size and construction of these dog houses.
- Implements awareness programs about the importance of stray animal welfare.
- Introduces incentives for citizens who comply with the construction of these shelters.
Public Interest:
This initiative not only serves the needs of stray dogs but also promotes community responsibility and compassion towards animals. Creating a shelter for strays will foster a better relationship between humans and animals, contributing to overall social welfare.
The petitioner humbly prays that this Hon'ble Court may be pleased to:
- Direct the Government of India to formulate a policy making it compulsory for every citizen to construct a dog house outside their residence.
- Direct the formation of a comprehensive plan for the welfare and management of stray dogs throughout India.
- Pass any other order(s) deemed fit in the interest of justice.
