Protect Veterans’ Dual Health-Care Rights — Stop the GUARD Act
La causa
To the United States Congress, and especially to the sponsors of the GUARD Veterans’ Health Care Act
(Reps. Lloyd Doggett, Greg Murphy, David Schweikert, Mark Takano; Sens. Elizabeth Warren, Bill Cassidy, Richard Blumenthal)
Veterans earned two separate health-care systems:
• Medicare, by paying FICA taxes for decades
• VA health care, by serving this nation
The GUARD Act would let the VA bill Medicare Advantage (MA) plans for that same care. Independent policy analysis and insurer statements show the real-world impact:
• Cuts to Part B refunds — Many veteran-oriented MA plans return $50–$185 per month to members. New VA invoices would wipe out those refunds.
• Loss of enhanced benefits — Dental, vision, OTC allowances, gym memberships, and transportation are funded from a fixed CMS payment. When plans absorb VA billing, these extras disappear.
• Fewer plan options — Especially in rural counties, higher claim costs will force zero-premium PPOs to exit the market, leaving veterans with limited or no choices.
• Punishes dual entitlement — Veterans followed VA guidance to enroll in Medicare as a backup. Now they’d be penalize for obeying that advice.
We, the undersigned veterans, family members, and supporters, call on every Member of Congress to oppose or withdraw the GUARD Act until a true coordination model is developed that protects all veteran-earned benefits.
Protect veterans’ dual rights. Stop the GUARD Act.
