The Issue

# Protect Those Who Cannot Speak: Strengthen Animal Cruelty Laws

Imagine spending your entire life loving humans without question.

Protecting them.

Comforting them.

Serving beside them in times of war.

Helping law enforcement.

Searching for missing children.

Rescuing disaster victims.

Guiding those who cannot see.

Providing emotional support to those struggling with trauma, anxiety, depression, and loneliness.

Guarding our homes.

Standing beside us with unconditional love.

For thousands of years, animals have faithfully served humanity in countless ways. They have asked for nothing in return except kindness, compassion, and love.

Yet every single day, countless innocent animals are repaid with neglect, abuse, torture, and unimaginable cruelty.

## A Bait Dog’s Story

Imagine spending your entire life trusting the people who feed you, comfort you, and promise to keep you safe.

Now imagine those same people tying you up so you cannot escape.

Imagine being surrounded by fear, confusion, and pain, never understanding why the people you trusted have chosen to hurt you.

This is the reality for many bait dogs.

A bait dog is often a gentle, trusting dog used by dog fighters to train fighting dogs. These innocent animals are restrained, tied, or otherwise unable to defend themselves while other dogs are encouraged to attack them.  All for the entertainment of cruel people who participate in “dog fighting”.

They suffer horrific injuries, fear, and repeated trauma—often until they are no longer useful.

Their only “crime” is being gentle.

What makes this cruelty even more heartbreaking is what often happens after rescue.

Many of these dogs survive.

And instead of responding with hatred…

They wag their tails.

They cautiously learn to trust again.

They still look to humans for love, even after everything they have endured.

Even after unimaginable cruelty, many animals still choose forgiveness over fear.

## Why This Matters Beyond Animals

Animal cruelty is not only an animal welfare issue—it is also a public safety concern.

Research has consistently shown a strong link between severe animal abuse and later violence toward people. Many individuals who commit serious violent crimes often begin by harming animals first. Recognizing and addressing animal cruelty early can help prevent further violence and protect entire communities.

When we ignore cruelty toward animals, we ignore early warning signs that can affect human safety as well.

## What We Are Asking For

We are calling on lawmakers to:

- Increase penalties for aggravated animal cruelty
- Require meaningful prison sentences for severe abuse
- Permanently prohibit convicted offenders from owning animals
- Require psychological evaluations and treatment for extreme offenders
- Increase funding for animal cruelty investigations and enforcement
- Ensure rescued animals receive proper medical care and rehabilitation

## A Voice for the Voiceless

The true measure of a society is not how it treats the powerful.

It is how it treats the most vulnerable.

Animals have no voice.

They cannot tell us they are afraid.

They cannot explain the pain they have endured.

They cannot ask us to save them.

They trust us completely—and when that trust is broken, they have no way to defend themselves.

That is why we must be their voice.

If we remain silent, we become part of their silence.

If we speak, we become their voice.

---

Animals have stood beside humanity for thousands of years.

Now it is time for humanity to stand beside them.

We have nothing to lose by strengthening animal cruelty laws and increasing punishment for those who torture and abuse innocent animals—but we have everything to gain.

We gain safer communities.

We help prevent future violence.

We protect those who cannot protect themselves.

We create accountability for cruelty.

And we choose compassion over indifference.

---

Please stand with us.

Please sign this petition.

Please share it with your community.

Together, we can become the voice they have never had.

Because every animal deserves to live free from fear.

Because every act of cruelty deserves to be taken seriously.

Because compassion should always be stronger than cruelty.
