

Turkey’s 2024–2025 “slaughter law” (Law No. 7527) has created conditions where dogs can be removed and killed without clear, standardised process.
The case of Haylaz illustrates this risk.
According to publicly available reports, a family-owned dog was removed from a private home, transferred between municipal shelters, and killed on the same day. As of 8 February 2026:

❗ No investigation has been publicly confirmed
❗ No explanation has been provided for the legal basis of seizure, transfer, or killing
This is not only about one dog. It is evidence of a system where safeguards are weak, discretion is wide, and accountability is unclear.
This petition calls for:
Clear, national identification and assessment procedures
Due process protections for owned animals
Transparency in how Law 7527 is being applied
Silence allows harm to continue.
Process is protection.
