A brief update following the April 13 hearing.
We’ve been asking for process clarity — what information is required, how it will be evaluated, and when. That still has not been defined. The City has yet to establish the process, so we’re taking steps to address that.
What happened at the hearing
- Council voted to move the annexation forward at the LOI stage and consent to contiguity
- Contiguity was questioned:
- No survey or legal description establishing contiguity was identified in the record
- A neighboring property owner testified that boundary lines may be in dispute; another has since raised a similar concern
- When asked directly, City staff noted only that parcels “appear” to adjoin
- No clear framework was presented for evaluating floodplain, wetlands, environmental constraints, or site feasibility
- No defined path for demonstrating Comprehensive Plan (Sensitive Lands) consistency
- No timeline or clear expectations for what comes next; the application moves to Planning & Zoning, but how and when remain unclear
