This process should not advance until the City has defined, publicly disclosed, and entered into the record the framework under which this proposal will be evaluated — including the applicable standards, required analyses, and decision criteria.

At present, that framework has not been clearly established, and it is not possible to understand how this proposal will be evaluated or how the public can meaningfully participate.

• What standards and criteria will govern evaluation of this proposal?
• What analyses and studies will be required before consideration advances?

• The parcel is designated as Sensitive Lands in the Comprehensive Plan.
  • How will annexation and development be evaluated for consistency with that designation?
  • What findings would be required to support such a determination?

Annexation Plan (Services, Infrastructure, Fiscal Impacts)

• Where is the annexation plan addressing services, infrastructure, and fiscal impacts?
• How can annexation be considered without that information?
• When will this information be provided to the public?
