The Issue

To the Roseville City Council, Placer County Board of Supervisors, and Local Government Officials,

We, the undersigned residents of Roseville and Placer County, respectfully request that our local governments take action to address the growing pigeon population throughout our communities.

Pigeons have become increasingly common in shopping centers, public spaces, parking structures, parks, schools, and residential neighborhoods. Large pigeon populations can create significant problems for residents, businesses, and local infrastructure.

Community Concerns
Pigeon droppings accumulate on sidewalks, parks, playgrounds, vehicles, homes, and commercial buildings.
Droppings can damage roofs, solar panels, gutters, HVAC equipment, signage, and other infrastructure, resulting in increased maintenance and repair costs.
Large flocks create unsanitary conditions in public areas and around businesses.
Pigeons may carry parasites and can contribute to the spread of certain diseases associated with bird populations and bird droppings.
Excessive pigeon activity negatively impacts the appearance and enjoyment of our neighborhoods, parks, shopping centers, and public spaces.
Unlike many other bird species, pigeons primarily feed on seeds, grains, and human food waste. They do not provide meaningful insect control benefits to the community.
The Current Situation Is Not Working
Today, homeowners, businesses, property managers, and commercial centers are left to deal with the pigeon problem at their own expense. Many spend thousands of dollars on bird spikes, netting, deterrent systems, cleanup services, roof repairs, and other mitigation measures.

Despite these ongoing efforts and expenses, pigeons simply move between properties and continue to reproduce, making individual solutions ineffective at reducing the overall population. Residents and businesses continue to bear the costs while the problem persists and grows.

A coordinated community-wide approach is needed to achieve meaningful and long-lasting results.

Proposed Solution
We ask the City of Roseville and Placer County to evaluate humane, science-based pigeon population management programs, including the OvoControl® pigeon management system. According to the manufacturer, OvoControl works by reducing pigeon reproduction rather than removing birds through trapping or other lethal methods. The program is designed to gradually reduce pigeon populations over time through reproductive control.

Our Request
We respectfully ask Roseville and Placer County to:

Conduct a formal assessment of the local pigeon population.
Evaluate the impact of pigeon-related property damage and cleanup costs on residents and businesses.
Review humane population-management options, including OvoControl.
Consider implementing a pilot program in areas with the highest pigeon concentrations.
Develop a long-term strategy to reduce pigeon populations throughout Roseville and Placer County.
Provide residents with information about best practices for reducing pigeon feeding and nesting opportunities.
Conclusion
Residents and businesses should not have to continue fighting this growing problem alone and at their own expense. By taking proactive action now, our community can reduce property damage, lower maintenance costs, improve public spaces, and address the pigeon population in a humane and effective manner.

We respectfully urge Roseville and Placer County officials to study this issue and implement a community-wide solution before the problem becomes even more costly and difficult to manage.

Sincerely,

The Undersigned Residents of Roseville and Placer County
