Protect Mohave County Homes: Fix Mountain View Road / Coyote Run Flooding
The Issue
PETITION FOR IMMEDIATE FLOOD CONTROL ACTION, INVESTIGATION & ACCOUNTABILITY
MOUNTAIN VIEW ROAD / COYOTE RUN AREA — MOHAVE COUNTY, ARIZONA
To: Mohave County Board of Supervisors, Mohave County Flood Control District, Mohave County Public Works/Roads, and all other responsible public and private entities.
We, the undersigned residents, property owners, neighbors, and concerned members of the community, request immediate action regarding repeated flooding and stormwater drainage problems affecting existing homes and properties in the Mountain View Road / Coyote Run area.
Residents have serious concerns that road construction, drainage modifications, development, grading, raised building pads, streets, channels, culverts, or other changes may have changed the direction, concentration, speed, or volume of stormwater reaching established properties. These concerns require a prompt, transparent engineering investigation.
THE DAMAGE IS REAL — AND ANOTHER STORM COULD MAKE IT WORSE.
One affected family has lived at the same property since 2001 and reports that flooding of this magnitude was not experienced there for more than two decades. After changes in the surrounding area, the property has experienced three major flooding events. During the most recent event, rushing water washed away the patio and eroded soil from beneath the home, creating serious concerns about structural safety and stability.
This is more than property damage. This is a family home — built by a husband with his own hands alongside his father, where children were raised and decades of memories were made. Repeated flooding has left family members afraid whenever storms approach, with even a grandchild expressing fear that the home is no longer safe.
Concerns have already been brought to the County, including at a prior public meeting. Residents should not have to suffer another destructive flood while responsibility is debated and permanent corrective action is delayed.
WE, THE UNDERSIGNED, REQUEST AND PETITION FOR:
1. An immediate independent engineering and hydrological review of stormwater runoff affecting the area.
2. Review of Mountain View Road construction and drainage changes, including channels, culverts, drainage cuts, elevations, grading, and modifications.
3. Review of Coyote Run and nearby development, including grading plans, drainage studies, pad certifications/elevations, streets, permits, approvals, retention/detention requirements, and as-built conditions.
4. A before-and-after drainage analysis to determine whether runoff direction, velocity, concentration, or volume toward existing homes has changed.
5. Immediate temporary flood protection for vulnerable properties before another major storm, where engineering and safety review supports it.
6. A permanent engineered flood-control solution that safely manages stormwater without shifting the danger to other properties.
7. Public disclosure of relevant records, including drainage studies, engineering plans, hydrology reports, approvals, inspections, change orders, and relevant communications, subject to applicable law.
8. Accountability from responsible parties if investigation determines that public works, development, construction, grading, drainage design, maintenance, or other actions contributed to increased flooding.
9. A written response and timeline identifying immediate next steps, responsible departments/entities, mitigation plans, engineering review, funding path, and expected permanent corrective work.
We are not asking to wait for the next storm. We are asking for investigation, protection, corrective action, transparency, and accountability based on the evidence.
PROTECT OUR HOMES. INVESTIGATE WHAT CHANGED. FIX THE DRAINAGE. ACT BEFORE THE NEXT FLOOD.
Signing indicates support for these requests. It does not, by itself, assert that any particular person or entity has been legally determined responsible.
