The Issue

Governor Morrisey,

We write to you as concerned residents, community leaders, and stewards of West Virginia united in our opposition to House Bill 2014. We respectfully urge you not to sign this bill into law and to use your leadership to protect Mountaineers across the state.

HB2014 prohibits municipalities, counties, and their residents from having a say in the development and operation of large-scale industrial projects tied to independent microgrids and data centers. In addition, the bill exempts these projects from county or municipal building permitting, inspections, or code enforcement. In essence, Charleston is allowing the fox to guard the henhouse.

HB2014 opens the door for large-scale industrial facilities that would have lasting negative impacts on our mountains, rivers, and clean air. Furthermore, it increases the burden on local infrastructure and emergency services, while driving the lion’s share of revenue away from our communities.

We deeply value the principles of local governance and public accountability. This bill, as written, compromises these values and the voice of the people.

Mountaineers are always free.
