Preliminary Plat – The Reserve at Hickory Wild Section 2 (Cluster)

We, the undersigned residents, respectfully urge the Clarksville-Montgomery County Regional Planning Commission to deny or postpone approval of Planning Case #S-43-2026 - Preliminary Plat The Reserve at Hickory Wild - Section 2 (Cluster).
This proposal would add 150+ new homes that would rely on Hickory Wild's existing roads and infrastructure, placing additional burdens on Hickory Wild, Farmington, The Reserve at Hickory Wild, Wellington Fields, Boyer Farms, and other surrounding Kirkwood communities.
This proposal comes while Hickory Wild and Farmington are still recovering from years of infrastructure failures and ongoing litigation. Homeowners have filed lawsuits alleging breach of fiduciary duty, breach of contract, fraud, misrepresentation, and mismanagement against the developer, and separate litigation has been filed against Montgomery County alleging negligence arising from serious drainage and flooding issues. These matters highlight longstanding concerns regarding infrastructure, traffic, safety concerns, drainage, and community impacts that should be fully considered before any additional development is approved.
More specifically, the community of Hickory Wild, is already facing:
Approximately $55,000+ in alleyway repairs due to improper construction. More than $30,000 in drainage-related damage to our entrance walls. Ongoing drainage problems affecting common areas, the playground, pool, and neighborhood infrastructure. An additional $36,000 in repairs of our Bell Tower due to negligence. Road ways and sidewalks with extensive damage over the years due to construction through traffic and delayed repairs. Sidewalks that were never completed in the original development and are not ADA compliant. Our pool and Clubhouse have had to have extensive work done to correct years of broken equipment, improper equipment installed, vandalism, etc.
Most notably the severe flooding in 2025 that impacted Hickory Wild, Farmington, The Reserve at Hickory Wild, Wellington Fields, and Boyer Farms and devastated our communities, raising serious concerns about stormwater capacity and future development impacts
Approving another large subdivision before these existing issues are addressed risks:
Increased traffic and congestion.
Greater flooding and stormwater impacts.
Increased strain on roads, emergency services, and infrastructure.
Reduced safety and quality of life for current residents.
We respectfully request that the County require:
☐ A comprehensive traffic impact study.
☐ A detailed stormwater and drainage analysis.
☐ An evaluation of roadway capacity and emergency access.
☐ Meaningful consideration of the impact on existing communities before approval.
We respectfully ask the Planning Commission to deny or postpone approval until it is demonstrated that this development will not adversely affect Hickory Wild or the surrounding communities.
