We support Section 47 of the Children Act. It is an essential safeguarding law designed to protect children from real abuse and neglect.
But safeguarding must never be misused in ways that discriminate against disabled children and punish the parents who protect them.
Across families, a serious pattern is being reported:
Parents who raise safety concerns, refuse unsafe respite placements, report injuries, or question poor supervision are being labelled “non-cooperative” and treated as a risk — not because of evidence of harm, but because they challenged unsafe practice.
This is not child protection.
This is unfair and discriminatory treatment.
Responsible parenting should never trigger retaliation.
Safeguarding decisions must always be based on:
real evidence of harm
transparent investigation
proportional action
respect for disabled children’s needs
respect for family advocacy
Parents of disabled children should be supported, not threatened, when they choose safer care options.
No authority should pressure families into unsafe services.
No system should punish a parent for protecting their child.
This campaign is not against safeguarding.
It is for lawful, fair, evidence-based safeguarding that truly protects disabled children.
