We, the undersigned citizens of the world, call on the Government of the United Kingdom and Members of Parliament to take decisive action against policies and practices that enable influential figures and networks linked to the Islamic Republic of Iran to operate within and through British territory with limited accountability.

A year-long Bloomberg investigation found that a web of luxury properties and investment assets — including multiple mansions on London’s elite “Billionaire’s Row” and other European holdings valued at over £100 million — are connected through shell companies and intermediaries to Mojtaba Khamenei, the son of Iran’s Supreme Leader, despite US sanctions and scrutiny by Western authorities. 

At the same time, credible commentary in The Spectator highlights that the UK remains outside the formal proscription of the Islamic Revolutionary Guard Corps (IRGC) adopted by other allies, even as preparations to legislate exist. The article also observes that regime-linked influence centres and financial networks continue to have a presence on British soil. 

This situation persists even as the Iranian state has violently repressed peaceful protests, resulting in more than 50'000 civilians being murdered on the streets, around 400 children among them, more than 8'000 protesters have been shot in the face and got blinded, 80'000 are still under mass arrests, torture and execution thread as we speak and many thousands more reports of human rights violations and crimes against humanity. 

We believe that:

• Allowing influential networks tied to those connected with Iran’s ruling elites to benefit from assets and financial structures in the UK undermines the credibility of British sanctions and human rights commitments.
• Failing to proscribe the IRGC and its affiliated entities sends a signal of weakness and increases risk to dissidents, journalists, and activists who face intimidation connected to Tehran’s intelligence networks.
• The UK should apply human rights and rule-of-law principles consistently, without providing safe havens for opaque financial networks linked to state repression.

We therefore demand:

1. Immediate proscription of the Islamic Revolutionary Guard Corps (IRGC) and all affiliated entities under UK law.
2. Full enforcement of existing sanctions, preventing sanctioned individuals and networks from accessing UK financial systems, assets, or property.
3. Asset freezes and visa bans on individuals and intermediaries proven to be connected with regime repression and influence operations.
4. Transparent investigations into financial networks and assets connected to Iranian state elites, with public reporting on enforcement actions.
5. Enhanced legal protections for Iranian dissidents, journalists, and human rights defenders in the UK.
   
   

The United Kingdom must proscribe the IRGC and end protecting them. UK must stand firmly for human rights, justice, and international norms.

We urge all signatories worldwide to stand with the Iranian people in their struggle for freedom and dignity.

There must be no complicity with murderers in any form.

ما، امضاکنندگان این بیانیه از سراسر جهان، از دولت بریتانیا و نمایندگان پارلمان این کشور می‌خواهیم که در برابر سیاست‌ها و رویه‌هایی که به چهره‌ها و شبکه‌های بانفوذ مرتبط با جمهوری اسلامی ایران اجازه می‌دهد با حداقل پاسخگویی در داخل و از طریق خاک بریتانیا فعالیت کنند، اقداماتی قاطع و فوری اتخاذ کنند.

تحقیقی یک‌ساله از سوی بلومبرگ نشان داده است که شبکه‌ای از املاک لوکس و دارایی‌های سرمایه‌گذاری — از جمله چندین عمارت در خیابان مشهور به «خیابان میلیاردرهای» لندن و سایر دارایی‌ها در اروپا به ارزش بیش از ۱۰۰ میلیون پوند — از طریق شرکت‌های صوری و واسطه‌ها به مجتبی خامنه‌ای، فرزند رهبر کنونی جمهوری اسلامی ایران، مرتبط است؛ این در حالی است که او تحت تحریم‌های ایالات متحده و نظارت نهادهای غربی قرار دارد.

هم‌زمان، تحلیل‌های منتشرشده در نشریه معتبر «اسپکتیتور» تأکید می‌کند که بریتانیا همچنان از فهرست‌گذاری رسمی سپاه پاسداران انقلاب اسلامی به عنوان سازمان تروریستی — اقدامی که برخی متحدان انجام داده‌اند — خودداری کرده است، با وجود آنکه مقدمات قانونی آن فراهم است. این گزارش همچنین اشاره می‌کند که مراکز نفوذ و شبکه‌های مالی مرتبط با رژیم همچنان در خاک بریتانیا حضور دارند.

این وضعیت در حالی ادامه دارد که حکومت ایران اعتراضات مسالمت‌آمیز را با خشونت سرکوب کرده است؛ بنا بر گزارش‌ها ده‌ها هزار غیرنظامی در خیابان‌ها کشته شده‌اند، صدها کودک در میان قربانیان بوده‌اند، هزاران معترض با شلیک مستقیم هدف قرار گرفته و بینایی خود را از دست داده‌اند، و ده‌ها هزار نفر همچنان در بازداشت‌های گسترده، تحت شکنجه و تهدید به اعدام قرار دارند. همچنین هزاران گزارش دیگر از نقض حقوق بشر و جنایات علیه بشریت ثبت شده است.

هزاران ایرانی همچنان خواستار عدالت و پاسخگویی در قبال این نقض‌ها هستند و بسیاری از ایرانیان خارج از کشور در ماه‌های اخیر برای ایجاد تغییرات معنادار در سیاست‌های بریتانیا بسیج شده‌اند.

ما معتقدیم که:

اجازه دادن به شبکه‌های بانفوذ مرتبط با نخبگان حاکم ایران برای بهره‌مندی از دارایی‌ها و ساختارهای مالی در بریتانیا، اعتبار تحریم‌ها و تعهدات حقوق بشری این کشور را تضعیف می‌کند.
عدم قرار دادن سپاه پاسداران و نهادهای وابسته به آن در فهرست سازمان‌های تروریستی، نشانه‌ای از ضعف ارسال کرده و خطر را برای مخالفان، روزنامه‌نگاران و فعالانی که با تهدید شبکه‌های اطلاعاتی وابسته به تهران مواجه‌اند افزایش می‌دهد.
بریتانیا باید اصول حقوق بشر و حاکمیت قانون را به‌صورت منسجم و بدون فراهم کردن پناهگاه امن برای شبکه‌های مالی غیرشفاف مرتبط با سرکوب دولتی اجرا کند.

بر این اساس، ما خواستار موارد زیر هستیم:

1. قرار دادن فوری سپاه پاسداران انقلاب اسلامی و تمامی نهادهای وابسته به آن در فهرست سازمان‌های تروریستی طبق قوانین بریتانیا.
   اجرای کامل و مؤثر تحریم‌های موجود، به‌گونه‌ای که افراد و شبکه‌های تحریم‌شده نتوانند به نظام مالی، دارایی‌ها یا املاک در بریتانیا دسترسی
2.  داشته باشند.
3. مسدودسازی دارایی‌ها و اعمال ممنوعیت ویزا برای افرادی که ارتباط آنان با سرکوب و عملیات نفوذ رژیم اثبات شده است.
4. انجام تحقیقات شفاف درباره شبکه‌های مالی و دارایی‌های مرتبط با نخبگان حاکم ایران و ارائه گزارش عمومی درباره اقدامات اجرایی.
5. تقویت حمایت‌های حقوقی از مخالفان، روزنامه‌نگاران و مدافعان حقوق بشر ایرانی در بریتانیا

ما از همه امضاکنندگان در سراسر جهان می‌خواهیم که در کنار مردم ایران در مبارزه آنان برای آزادی و کرامت انسانی بایستند.

هیچ‌گونه همدستی با قاتلان، در هیچ شکلی، نباید پذیرفته شود.
