On 9/27/24, North Carolina, During Hurricane Heleen my life changed forever. I lost 13 neighbors in "Craig Town" known by locals who live there and near (borders Fairview to Black Mountain), and many others in the Swannanoa community perished. For a week, we witnessed relentless rain that turned our world upside down. In the hospital, my nurses husband is an insurance auditor. His job requires him to closely monitor weather patterns to determine insurance rates for clients. He told her something that left a chilling impression: the storm seemed unnaturally amplified, like it was intensified or "souped-up." We’ve never experienced rain like that before or since. It raised a terrifying question: could weather modification have played a part?
The potential of geoengineering and weather modification to harm communities cannot be understated. Though the connection in this instance remains uncertain, the very threat it poses is sufficient reason to take preventive action. North Carolina stands at a pivotal point where we can safeguard our environment and communities by banning these dangerous practices before they lead to future disasters.
Geoengineering involves intentional manipulation of Earth's natural systems and includes activities like atmospheric spraying, often referred to as chemtrails. Such practices can lead to unintended and potentially devastating environmental impacts. Chemicals released into the atmosphere may not only affect the local climate but also have long-term health ramifications for residents. We urge lawmakers to pass legislation prohibiting all forms of geoengineering and weather modification within North Carolina. We call for the dispersion of materials or substances into the atmosphere for climate alteration to be made illegal. Violators must face felony charges, significant fines, and potential imprisonment. Furthermore, it is crucial to establish a mechanism for public reporting of any suspicious atmospheric activities through the Department of Environmental Protection (DEP) and local airports. This step will help ensure transparency and accountability, effectively banning activities related to chemtrails.

This plan will have three phases.
Phase 1 get enough signatures to be able to present this information to the right people to make a change.
Phase 2 is in the hands of of the decision makers. I believe if we have enough signatures and voices will they have a choice?
Phase 3 will be the enforcement phase. Thank God the technology already exists such as Google photos which has metadata which tells you the direction of your photo time location and it even puts it on a nice convenient map. Then we will combine that data with flight data which most planes are required to have to fly. To see which companies are breaking the law. Florida has $100,000 penalty is $100,000 penalty enough for a company with fleets of million dollar Jets? If we were to give the person who reported the company breaking the law $1,000 I think that would create our own enforcement. As we know many states have issues with funding so here we're going to fund ourselves by law.
