Prohibit Event Facilities on Lobo Canyon AND Triunfo Canyon Road

The Issue

I support amending the existing language of Title 22: 22.336.070 (F)(2) to add “and Triunfo Canyon Road” to the current code which provides that "Event facilities shall be prohibited along Lobo Canyon Road.”

The proposed language would read:

Event facilities and special events as an ancillary use shall be prohibited along Lobo Canyon and Triunfo Canyon Road.

I support and am in agreement with the letter submitted to Supervisor Horvath by the Triunfo-Lobo Community Association dated November 8, 2024 proposing the aforementioned change.

The language regarding special events as an “ancillary use” is particularly critical inasmuch as in recent years, developers have circumvented existing protections by disguising venues under primary uses like “private recreational clubs” or “guest ranches” with “special events as an
ancillary use.” This loophole effectively converts properties into active event venues. Our proposed language is designed to close this loophole, addressing both new facilities and ancillary event use without interfering with reasonable, regulated activities allowed under existing special event permits.

Triunfo-Lobo Canyon is a single ingress/egress community located in a Significant Ecological Zone and designated High Fire Hazard Severity Zone with narrow, winding roads that create challenging evacuation conditions even in routine circumstances.

By advocating for the prohibition of event facilities and special events as an ancillary use on Lobo Canyon and Triunfo Canyon Road, we are taking a fervent stand not only for the safety of the Triunfo-Lobo Canyon community but the neighboring communities along Kanan Road as well.
