A public service that everyone needs on a daily basis should not be subject to payment to access. Going to the bathroom is not a choice. It’s a necessity shared by all. Yes, we of course need to pay someone to clean them, but is an expense that should not be fund in this way.
Moreover, our physiological needs are not limited to just peeing. There are other situations where having free public toilets is absolutely necessary.
For example, I think of women who, during their menstrual period, have a greater need to use public toilets.
But also parents children, who need to change their baby’s diaper or have to accompany them.
