GMC, HCPC all examining risk of suicide for registrants undergoing FtP - why not NMC?

In 2020 Maben et all conducted a study with the University of Surrey looking at the HCPC members experience of  FtP and the effect on registrant's mental health. The study included direct quotes from those who were involved - citing financial insecurity, behaviour of the regulator in a discompassionate approproach, the need for more humanity and kindness in process and the regulator ignoring health issues of the registrant. 

So is the regulator the problem or regulations per se?

Paul Rees at a recent meeting with NMCWatch stated there needs to be a change in legislation to allow for the necessary changes
