The Issue

To the Right Honourable Mark Carney, Prime Minister of Canada

On October 28, 2026, you put Canada’s name to a joint statement with the Crown Prince of Abu Dhabi calling for “an end to the occupation of the three islands of the UAE, Greater Tunb, Lesser Tunb, and Abu Musa.” [1]

In one sentence, Canada declared Iranian territory to be Emirati, and Iran’s presence since 1971 a violation of the UN Charter.

No court has ever found that. The UN Security Council heard the question on December 9, 1971, deferred it without a decision, and has never adopted a resolution on it. [2] Britain, the departing colonial power, told Parliament that sovereignty over the islands was “left open.” [3] The 1971 Abu Musa memorandum reserved both sides’ claims. [4] When Washington, Beijing and Moscow signed statements with the UAE, they called only for a peaceful settlement. [5] Canada went further, in the same document that carried a $70-billion investment pledge and a defence agreement. [1]

We are Iranian-Canadians. Many of us oppose the Islamic Republic. That is precisely why this matters: Iran is older than any regime and belongs to its people. Hostility toward a government is no licence to sign away a nation’s territory.

At Davos you said Canada must apply “the same standards to allies and rivals” and be “principled in our commitment to fundamental values, sovereignty, territorial integrity.” [6] Apply them here.

We call on the Government of Canada to:

  1. Retract the islands language in the October 28, 2026 statement and in the November 22, 2025 Abu Dhabi statement that first introduced it. [1][7]
  2. . Issue a formal correction. If Canada must speak, say only what international law allows: that the dispute should be settled peacefully.
  3. Publish the legal basis, if any, for the word “occupation.”
  4. Apologize publicly to the Iranian people.
  5. Separate, in word and deed, Canada’s quarrel with the Islamic Republic from respect for Iran’s sovereignty and territorial integrity.
  6. Never again make a nation’s territory part of a trade or security bargain.
  7. Reply in writing within 30 days.

Iran’s territorial integrity is not negotiable — not in Tehran, not in Abu Dhabi, and not in Ottawa.
