"Plight of Casual Employees in PhilHealth Worse Than ENDO" In June 2015, at least 3,300 Project Based Contractors of the Philippine Health Insurance Corporation or PhilHealth, many of whom had been with Corporation for at least 10 years, were sworn as casual employees. Casuals hold plantilla positions, enjoy most benefits that permananent employees except their tenure is not secured. That means, at the closing of every period - 6 to 12 months, depending on the need, budget availability & recommendation from their respective immediate supervisor, an employee or employees are either retained for renewal or removed from the roster. However, no casual employee shall be removed without due notice or terminated summarily. On October 18, 2017, Dr. Shirley Domingo signed MSS Memorandum 2017-0019 re. "Renewal of Casual Appointments for January to December 2018". The Memorandum is a directive to all PhilHealth Regional Offices thru the HR Unit to prepare and submit their list of casual employees recommended for renewal by their respective heads. All regional offices dutifully complied as early as November of 2017. However, at the start of 2018, the Interim PCEO, Dr. Celestina Jude de la Serna, in an unprecedented and arbitrary move, summarily terminated the services of 17 of these casuals and reduced the appointment period of the remainder to 3 months; without prior notice superseding the October 2017 MSS Memo. This move is believe to have beem fuelled by efforts to instill fear among the rank and file and to quash support to a burgeoning and opposing union. While most Project Based Contractors currently employed in government holds 6 months to 12 months contracts, PhilHealth casual employees are being renewed every quarter without fall back and guarantee if they will again be renewed this quarter to the next. They say this is management prerogative but this so one that has caused massive but muted demoralization in all levels, unprecedented number of resignation in the last quarter of 2017 alone. A prerogative that's oppressive; a mockery to efforts by government to stop ENDO. If there's to be a wisdom in her decision and those to date linger to kiss her behind, it's one that foster an elitist, callous, anti-poor and anti-people management practices.
