Vietnam’s New Betting Decree and the Lâm Đồng Racing Complex and Dai Nam Racecourse

The Ministry of Finance (MOF) of Vietnam has released a new draft decree to replace Decree 06/2017/ND-CP, expanding and revising regulations for international football, horse racing, and greyhound (dog) racing betting.

Under this draft:

The daily individual betting cap would increase tenfold, from VND 1 million (~US$38) to VND 10 million (~US$380).Only one operator will be licensed to conduct international football betting during a five-year pilot period.

Betting companies may design their own products and use results from domestic or international horse and greyhound races, provided they purchase the necessary rights and comply with Vietnamese law.

The Vietnam Chamber of Commerce and Industry (VCCI) has publicly recommended even higher limits — up to VND 100 million (~US$3,800) per person daily — to encourage investment.

As of now, no company has been granted a betting licence for horse or dog racing in Vietnam. The Thien Ma – Madagui Racing Joint Stock Company project in Lâm Đồng Province has received government approval for a combined horse and greyhound racing complex, but its betting licence remains conditional on the completion of the racing track, which is currently still under construction and undergoing approval. There is a cut-off date in November  but not exact date has been given for this stage to be completed.

While the framework in principle allows regulated betting, the draft decree is still under consultation and not yet in force. The final implementation timeline — and the official issuance of licences — will depend on the MOF’s review and approval process in the coming months.

Please email Minister of Planning and Investment NGUYEN Chi Dung, Minister of Culture, Sports and Tourism NGUYEN Van Hung and also Chairperson TRAN Hong Thai of the Lam Dong People’s Committee.

Dai Nam Racecourse

Dai Nam Racecourse, a dog racing track  may include 10 to 12 racetracks with the length of about 500m and 8 race dogs. Each dog is arranged in the closed cage.

The poor dogs are raced against ever other and if they win they are moved up to the next stage. Weight and size are not taken into consideration.

They boast that UK greyhounds are there and being raced on these track this has been happening since 2016
Zoo animals are being kept in the most horrific conditions.

UPDATE 5th March 2025

It has been reported that the Vietnam approves $60 million horse and dog racecourse with legal betting. Although has been done. We will not give up  !!!

Vietnam approves horse, greyhound racing complex with betting in Lam Dong

"Deputy PM Binh emphasized that Thien Ma Madagui Racing Joint Stock Company must complete the construction of the racetrack before any consideration is given to granting a license for betting operations.

The company was required to adhere to all investment, financial, and construction regulations, while also ensuring that betting activities comply with legal frameworks."

Update 7th November 2024

In Vietnam, a major step was taken for animal welfare when the Lam Son greyhound track closed in March 2023. Although greyhound and dog racing continued underground and unliscence. Yet, just months later, plans are surfacing to bring greyhound racing back as part of a new tourist project in Lam Dong Province. We cannot allow this to happen! ❌🐕

Why We Must Stand Up for Greyhounds:

 • Greyhounds endure lives of isolation, confined to tiny cages, often neglected, and forced to race in dangerous conditions that frequently result in injury or even death.

 • Lam Dong Province can set an example by focusing on humane, family-friendly attractions like , parks, and cultural sites. This shift could bring sustainable tourism without animal exploitation. 🌏🏞️

Update 25th May 2024

  • Greyhounds that dont make the grade they are being sold to University for animal testing and vivisection which is horrific.
  • Many Greyhounds globally are being used example Hundreds of Queensland greyhounds are being sent to labs and universities where they could be ending their days in pain, frightened and confused, before they are destroyed.

Update : 15th January  2024

  • Currently, there is greyhound track situated in Xuan Thanh Beach, Ha Tinh, located in Hoa Tien. This track has been hosting races since 2014, yet the distressing fact remains that no greyhounds have been re homed and they continue to be bred and raced.
  • The Lam Son Stadium in Vung Tau, was opened in 2000, it was forced to shut down in March 2023 as its license expired. 200 greyhounds that have been used for racing are subjected to appalling living conditions, abuse, and ultimately face the fate of being sold to the BARBARIC dog and cat meat trade. Additionally there countless Greyhounds at the Ba Ria Greyhound training facility farm that are still being bred and suffering the same fate as all Greyhounds that are surplus to racing and breeding ending up being SKINNED ALIVE in the Horrific Dog and Cat meat markets in Vietnam.
  • Another track is currently under construction at the Hien Ma Horse Racing – Madagui project. This project has been granted a two-year extension and approval for the construction of a dog racing track
  • There is also a dog and ridgeback racing track in Phu Quoc. Shockingly, these horrific events are being utilised as a means to attract tourism.

Urge them NOT to renew the license for Greyhound Racing and Not to RELOCATE Greyhound Racing.

Vung Tau's BARBARIC Greyhound Racing Track is closing after 23 years and although the current license expired on March 10th, 2023, the stadium will no longer be a Greyhound race track.

Unfortunately, this doesn’t mean Greyhound Racing has been banned in Vietnam as Animal Abuser Nguyen Ngoc My who is responsible for Greyhound racing and the Greyhound Massacre in Vietnam as there has been NO rehoming of Greyhounds for over 23 years is trying to extent the racing licence which is still not been confirmed.

Additionally The Sports and Entertainment Services JSC his company is building another new Greyhound racetrack in Lam Dong Province approx. 5 hours from Vung Tau.

Unfortunately, Lam Son's 400 Greyhounds will be kept at the Ba Ria farm where conditions are horrific and where majority of Greyhounds that are surplus to racing and breeding requirements are being KILLED by lethal injection of PAINFUL POISON into their HEARTS or SOLD to the SICKENING Dog and Cat Meat trade where they are SKINNED ALIVE alongside other terrified Dogs and Cats for human consumption.

As well the Lam Son Stadium located in Vung Taun rack has a killing day every month, where the track kills the Greyhounds that are no longer able to run by injecting a poison into their heart.

Nguyen Ngoc My who owns Sports and Entertainment Services Ltd who owns the Greyhound racing rack in Vung Tau well as his additional racing company Indo China Racing has been trying to develop horse and greyhound racing track in Cambodia and Vietnam and has been granted a 25 year licence to and its up for renewal in 2024 . This must be stopped  and Greyhound Racing Ban and the put an end to the horrific murder of Greyhounds.

Nguyen Ngoc My has also been operating a Greyhound breeding facility since 2008  with the help of John Sewell and possibly even earlier. As well as  being involved with the exportation of Greyhound to Vietnam and Cambodia and South Asia.

There has been no REHOMING of Greyhounds In Vietnam/Southeast Asia . Since the track opened there has no no Greyhounds rehomed and there are no opportunities to rehome greyhound in Vietnam. This has meant  that thousands  and thousands of Greyhounds have been bred  and raced to DEATH .

Greyhounds that are surplus to requirements are either being sold to the Dog and Cat Meat Trade or killed each month on a day they have labeled  KILLING  day where they are injecting with  lethal poison into their hearts this is a painful and slow death where the dogs die screaming in agony.

Where are all the countless Greyhounds  that were exported to Vietnam from racing and breeding .WHERE ARE THEY NOW!!!!!!

Below is relevant articles and evidence of the horrific treatment and the licensing in Vietnam.

  •  Nguyen Ngoc My opened the first Vietnamese dog track, Lam Son Stadium, in 2000 after being granted a 25 year license. He has also been granted a 30 year license for greyhound racing in neighbouring Cambodia, and is working to introduce dog racing there.
